SUMMARY:Why the Armenian Genocide Still Matters
DESCRIPTION:Over a century later\, the 1915 Armenian Genocide continues to offer us many insights about human rights\, competing national interests\, and the role of history in identity and narrative-building. \nJoin Dole Institute senior archivist and head of collections Sarah Gard\, historian Alice Kelikian\, and journalist Michael Bobelian for a conversation inspired by the Dole Institute’s original exhibit\, “Dole & Dr. K\,” that builds on the stories of loss and recovery turned advocacy for Armenia. \n  \n \nThis program is presented in partnership with the KU Center for Russian\, East European\, and Eurasian Studies. \n  \n\n  \nSarah Gard\, C.A.\, serves as the Dole Institute’s senior archivist and head of collections. In her role\, she preserves and provides access to the Robert and Elizabeth Dole Archives and Special Collections—one of the largest congressional archives in the United States. She holds a B.A. in art history from the University of Mary Washington and an M.S.I.S. with a specialization in archives and records enterprise from the University of Texas at Austin. Sarah is also an active member of the Association of Centers for the Study of Congress and the Congressional Papers Section of the Society of American Archivists. \nAlice Kelikian is an associate professor of history at Brandeis University working on Italian culture and cinema. She took her first degree at Princeton University and got her doctorate at the University of Oxford. Kelikian is also the daughter of Dr. Hampar Kelikian\, the Armenian surgeon Senator Bob Dole credited with his mental and physical recovery after World War II. \nMichael Bobelian is an award-winning author\, lawyer\, and journalist who has written about and discussed human rights\, the Supreme Court\, and legal affairs for outlets like the Washington Post\, Los Angeles Times\, Forbes.com\, C-SPAN\, and NPR. A graduate of the University of Michigan Business and Law schools and the Columbia University Graduate School of Journalism\, he is the author of two books\, including Children of Armenia: A Forgotten Genocide and the Century-Long Struggle for Justice. Bobelian also served as the Dole Archives Fellow for Armenian Advocacy in 2018\, and his research was the foundation for the “Dole & Dr. K” exhibit.

SUMMARY:The 2025 Constitution Day Program: Healthcare in the U.S. Constitution
DESCRIPTION:In observation of Constitution Day\, Dole Institute associate director Dr. Barbara Ballard\, and attorney and Student Advisory Board alum Jesse Burbank will be in conversation with I. Glenn Cohen\, the James A. Attwood and Leslie Williams Professor of Law at Harvard Law School\, about the intersection of healthcare policy and the U.S. Constitution\, including discussions on Medicare and Medicaid\, Obamacare\, abortion\, gender-related medical treatment\, and the future of healthcare. \nThe Dole Institute’s Constitution Day Program is made possible by the support of longtime Friend of the Dole Institute\, Mark P. Johnson. \n  \n\n  \nDr. Barbara Ballard is senior associate director at the Dole Institute\, where she leads civic engagement and leadership programs. She has served at the University of Kansas since 1980 and teaches in education and gender studies. A Kansas House Representative since 1992\, she is the Democratic Caucus Chair and serves on key committees. She is also a former president of the National Black Caucus of State Legislators. \n\nJesse Burbank earned his bachelor’s degree in history and political science from the University of Kansas in 2017. He was a member of the Dole Institute Student Advisory Board\, and he served as Dole Institute Director Bill Lacy’s research assistant during his senior year. Jesse earned his law degree with honors from Harvard Law School in 2020\, and worked in private practice after law school at the law firm Sidley Austin LLP in Chicago before joining the U.S. Army JAG Corps in late 2022. He is now a Captain in the U.S. Army\, serving as a criminal trial attorney in the Military District of Washington\, DC. He was previously a federal prosecutor in the District of Kansas and a Special Victims’ Counsel at Fort Riley\, representing survivors of sexual assault and related offenses throughout the military justice process. \n\nProf. I. Glenn Cohen is the Deputy Dean and James A. Attwood and Leslie Williams Professor of Law at Harvard Law School and serves as the Faculty Director\, Petrie-Flom Center for Health Law Policy\, Biotechnology & Bioethics. He is one of the world’s leading experts on the intersection of bioethics and the law\, as well as health law. He also teaches civil procedure. He is an elected member of the National Academy of Medicine. He has spoken to NATO on biotechnology and human enhancement\, addressed the OECD and members of the US and the Korean Congress on medical AI policy\, and advised then- U.S. Vice President Harris on reproductive rights. He has provided bioethical advising and consulting to some of the largest healthcare companies in the world including Bayer\, Otsuka\, and Illumina. He has given grand rounds and lectured to medical and industry conferences across the world. His work has been frequently covered by or appeared in media venues such as PBS\, NPR\, ABC\, NBC\, CBS\, CNN\, the New York Times\, The Washington Post\, the Boston Globe. He is the author of more than 300 articles and leading law\, medicine\, and science journals and the author\, co-author\, editor\, or co-editor of more than 20 books. Prof. Cohen’s current projects relate to medical AI\, mobile health and other health information technologies\, abortion\, reproduction/reproductive technology\, the therapeutic use of psychedelic drugs\, research ethics\, organ transplantation\, rationing in law and medicine\, health policy\, FDA law\, translational medicine\, medical tourism and many other topics

SUMMARY:Water for Our Future
DESCRIPTION:Join Dole Fellow Karen Willey for a bipartisan conversation with legislative members of the Water Program Task Force. Kansas State Sen. Kenny Titus (R) and State Rep. Lindsay Vaughn (D) are two members of the 16-member panel\, which will produce its first report by the end of January 2026. \nThe Water Program Task Force was by Kansas House Bill 2172 (2025) to examine policy solutions in response to Kansas’ current and future water supply\, assess potential impacts on the state’s economy\, and consider funding efforts for related special projects. Governor Laura Kelly signed HB 2172 in March 2025 having received overwhelming bipartisan support during consideration in the state legislature. \n  \n \nThis program is presented in partnership with the KU Honors Program. \n  \n\n  \nKaren Willey serves as the Douglas County\, Kansas Commissioner for District 3. Dr. Willey holds a BA in Environmental Studies and a PhD in Geography\, both from KU. She works as a nonprofit consultant through Futureful\, a local company providing organizational health and fundraising support to health\, housing\, and human services organizations in urban Kansas City. She leverages this social impact work along with her science and entrepreneurship experience in crafting grounded local policy. \nSen. Kenny Titus was born and raised in Great Bend\, Kansas\, and attended Kansas State University where he received BS degrees in Journalism and History and a MA in History\, along with a JD from the University of Kansas School of Law. Kenny has worked as a public service attorney for the Kansas Department of Transportation\, Kansas Attorney General\, and Kansas Department of Agriculture\, where he dealt extensively with the state’s water law issues\, and he taught water law as an adjunct professor for the University of Kansas School of Law. He currently resides near Manhattan and represents the 51st District in the Kansas House\, which includes Pottawatomie\, Wabaunsee\, and Riley Counties and serves on the House Water Committee. \nRep. Lindsay Vaughn is a Kansas State Representative serving District 22 in Overland Park\, where she was born and raised. Lindsay is the Ranking member of the House Water Committee and is focused on developing policy and working with stakeholders across Kansas to build nonpartisan coalitions aimed at sustainable water use. As the youngest woman in the Kansas Legislature\, Rep. Vaughn is also dedicated to elevating the voices of young Kansans and advocating for future generations. To her legislative work\, she brings diverse experiences in nonprofit and volunteer management as well as grassroots community organizing. Lindsay is active in her local community and serves on the board of Heartland Conservation Alliance\, a land trust dedicated to stewarding the Blue River watershed.

DESCRIPTION:With Catholics assuming prominent roles in Washington\, and a new American Pope in place in the Vatican\, a look at how Catholic thought is impacting the public debate. \n  \n\n  \nJerry Seib has been a journalist with The Wall Street Journal for almost 45 years. He served as the Journal’s Executive Washington Editor and wrote the weekly “Capital Journal” column for 29 years. He also reported from the Middle East for the Journal in the mid-1980s\, covered the White House\, has moderated three presidential debates\, and interviewed every president since Ronald Reagan. \nJames V. Grimaldi is executive editor of the National Catholic Reporter\, a 60-year-old award-winning nonprofit news organization independent of the Catholic Church and based in Kansas City\, Mo. A multiple Pulitzer Prize winner and former investigative reporter for The Wall Street Journal and The Washington Post\, Grimaldi is a native of Kansas City\, Missouri\, and a graduate of the University of Missouri Journalism School and Columbia University Graduate School of Journalism. He has an honorary doctorate in humane letters from Creighton University and was named 2025 Distinguished Alumnus at the University of Missouri. His relationship with NCR began when he was a student at Kansas City’s Jesuit-run Rockhurst High School. Grimaldi\, who has two grown sons\, lives in Washington\, D.C. with his wife\, two dogs and three cats. \nAshley McGuire is a Senior Fellow with The Catholic Association. Her writing has appeared in The Wall Street Journal\, The Washington Post\, USA TODAY\, TIME\, Newsweek\, First Things\, RealClearPolitics\, the New York Post\, and The Huffington Post\, among others\, and she has appeared on CNN\, Fox News\, PBS\, and most major television networks. In March of 2013\, Ashley traveled to Rome to cover the papal conclave and provided live commentary for major news outlets like CNN International and the BBC. In April of 2014\, she traveled to Geneva to testify at the United Nations in defense of the Holy See. She is a recipient of the Phillips Foundation Robert Novak Journalism Fellowship and the Susan B. Anthony List’s Young Pro-Life Leader award. She lives in the Washington\, D.C. area\, with her husband and five children.

SUMMARY:No Sacrifice Too Great: The 1st Infantry Division in World War II
DESCRIPTION:From their landing on Omaha Beach during Operation Overlord to the fierce battles in the Battle of the Bulge\, the U.S. Army’s 1st Infantry Division – currently stationed at Fort Riley\, KS\, and known as the Big Red One – continuously adapted to the evolving battlefield conditions throughout Europe in World War II. \nAs the world reflects on the 81st anniversary of D-Day\, retired U.S. Army Colonel Gregory Fontenot\, author of No Sacrifice Too Great: The 1st Infantry Division in World War II\, will join retired U.S. Army Ranger and University of Kansas Professor Adrian R. Lewis to discuss the Division’s WWII history\, highlighting the experiences and stories of individual members of the Big Red One. \n  \n\n  \nAdrian R. Lewis is the David B. Pittaway Professor of Military History at the University of Kansas\, Lawrence. He has extensively researched and written on war\, military affairs\, and the U.S. Armed Forces\, teaching courses on World War II\, the Cold War\, the Korean War\, the Vietnam War\, and recent military operations. His notable publications include The American Culture of War and Omaha Beach: A Flawed Victory. Prof. Lewis has taught at prestigious institutions like the U.S. Military Academy and the University of California\, Berkeley. He earned degrees from UC Berkeley\, the University of Michigan\, Southern Illinois University\, and the University of Chicago. A retired soldier\, he served in various infantry divisions and has experience in Korea\, Alaska\, Panama\, and Germany. \n  \nGregory Fontenot is a retired Colonel of the U.S. Army. He is currently a consultant on threat emulation for Army experimentation and a working historian. He was lead author of On Point: The US Army in Operation Iraqi Freedom published by Command General and Staff College Press and is the author of The 1st Infantry Division and the US Army Transformed: Road to Victory in Desert Storm\, 1970–1991\, winner of the 2017 Army Historical Foundation award for Unit History\, as well as Loss and Redemption at St. Vith: The 7th Armored Division in the Battle of the Bulge.

Gates served as the nation’s 22nd Secretary of Defense (2006-2011). Dr. Gates served eight U.S. presidents across both parties and has the distinction of being the only secretary of defense in U.S. history to be asked to remain in office by a newly elected president. On Gates’s last day in office President Barack Obama awarded him the Presidential Medal of Freedom\, America’s highest civilian honor. \nPrior to becoming Secretary of Defense in 2006\, Gates served as president of Texas A&M University\, one of the nation’s largest universities. \nGates served in the CIA for nearly 27 years\, culminating his service as Director of Central Intelligence from 1991 to 1993. He is the only career officer in CIA’s history to rise from entry-level employee to director. He spent nearly nine years on the National Security Council at the White House\, serving four administrations across both parties. \nGates has been awarded the National Security Medal\, the Presidential Citizens Medal\, has three times received the National Intelligence Distinguished Service Medal\, and has three times received CIA’s highest award\, the Distinguished Intelligence Medal. \nGates is a principal at the consulting firm Rice\, Hadley\, Gates & Manuel\, LLC\, alongside former Secretary of State Condoleezza Rice\, former National Security Advisor Stephen Hadley\, and Executive Director of the Aspen Strategy Group Anja Manuel. Additionally\, he is Chancellor of William & Mary\, his alma mater. He has served on various public boards to include Starbucks\, Fidelity Funds\, the NCAA\, the American Council on Education\, and the Boy Scouts of America. Gates has authored four books\, covering his experiences at CIA and at the Pentagon\, leadership\, and U.S. nonmilitary instruments of power.

SUMMARY:The State of Education in Kansas
DESCRIPTION:Join the Dole Institute Student Advisory Board for the spring Student Advisory Board Program\, “The State of Education in Kansas.” SAB coordinator Kenna McNally will be joined by experts to discuss K-12 education policy in Kansas. \n  \n\n  \nKenna McNally serves as the Dole Institute Student Advisory Board Coordinator\, in addition to her role as the Dole Institute’s Marketing Intern. She is a junior studying Digital Marketing Communication\, Advertising and Public Relations\, public policy\, and business. \nBrett Parker worked in Kansas schools as a classroom aide\, substitute teacher\, and classroom teacher before being elected to the Kansas House of Representatives in 2016. After leaving the House\, Brett has worked for Kansas NEA supporting and advocating for educators in the greater Kansas City area in Kansas. \nSenator Doug Shane (R) represents the 37th Senate District\, which includes northern Miami County and southwestern Johnson County. Senator Shane is passionate about education\, possessing a Doctorate of Veterinary Medicine and a Doctorate of Philosophy in Production Medicine and Epidemiology. He became active in education policy after serving on the Louisburg USD 416 Board of Education. As a freshman senator serving on the education committee\, he has become a new leading voice on State education policy. \nRepresentative Mari-Lynn Poskin (D) was elected to represent Kansas House District 20 in 2020. Mari-Lynn is a Kansan by choice\, choosing to put down roots here in the aftermath of 9/11 after pursuing a corporate relocation lifestyle for many years. She and her husband David have a blended family of seven children who spent a total of 90 years in K-12 classrooms\, 62 of which were in Kansas public schools\, making them her top legislative issue. David has secondary progressive MS\, is in a wheelchair full time and Mari-Lynn is his primary caregiver\, giving her firsthand insight into the struggles of living with chronic disease and the importance of access to healthcare and growing its workforce. Before joining the legislature\, Representative Poskin worked for 20 years in higher education\, including trade\, community and four-year colleges. She believes our young Kansans are our greatest asset and will continue to fight to make sure that the qualities which drew her to Kansas continue to define the Sunflower State for generations to come.

Dole Institute Visiting Fellow and former Washington Executive Editor of the Wall Street Journal Jerry Seib will moderate an exclusive conversation about the new power structure in Washington. \nJoin us virtually on Tuesday\, February 18\, at 3 p.m. CST/ 4 p.m. EST for this exclusive conversation. \n  \n\n  \nJerry Seib has been a journalist with The Wall Street Journal for almost 45 years. He served as the Journal’s Executive Washington Editor and wrote the weekly “Capital Journal” column for 29 years. He also reported from the Middle East for the Journal in the mid-1980s\, covered the White House\, has moderated three presidential debates\, and interviewed every president since Ronald Reagan. \nRahm Emanuel was confirmed as the 31st United States Ambassador to Japan on December 18\, 2021. Before this role\, he served as the 55th Mayor of Chicago until May 2019\, where he implemented significant educational reforms\, including extending the school day and year\, and introducing universal pre-kindergarten and free community college. His tenure also saw a focus on public safety\, corporate relocations\, and major infrastructure projects like the O’Hare International Airport modernization and the Chicago Riverwalk development. Prior to his mayoral role\, Emanuel was President Barack Obama’s Chief of Staff\, helping to pass key legislation such as the American Recovery and Reinvestment Act and the Affordable Care Act. He also served as a U.S. Representative from Illinois and was a senior advisor in President Bill Clinton’s administration\, contributing to significant legislative achievements. Emanuel holds degrees from Sarah Lawrence College and Northwestern University and has a background in finance. He is married to Amy Rule\, with whom he has three children. \nAlex Latcham is a native of Des Moines\, Iowa\, and has worked for President Trump for over eight years\, most recently as the Director of Congressional Engagement for his historic 2024 campaign. In this role\, Latcham oversaw the campaign’s engagement with members of Congress\, regularly advised President Trump on political races and endorsements\, and served as the campaign’s primary liaison to the NRCC\, NRSC\, and RGA. During the 2024 Republican primary\, Alex Latcham served as the Early States Director\, planning and directing all campaign activity and staff within the early four nominating states of Iowa\, New Hampshire\, South Carolina\, and Nevada. In this role\, Latcham contributed to historic victories that enabled President Trump to quickly and decisively secure the Republican nomination. During President Trump’s first term\, Latcham served as Special Assistant to the President and Deputy Political Director. In this role\, Latcham managed President Trump’s political and official engagements across the nation and regularly worked with national and state political parties\, cabinet members\, members of congress\, state constitutional officers\, and other key industries and organizations to strategically advance the administration’s political and policy priorities. From 2014-2016\, Latcham was political director for the Republican Party of Iowa and was part of a small team responsible for the successful planning and execution of the record-setting 2016 Iowa Republican Caucuses. Alex Latcham holds a B.A. in Political Science from Drake University.

SUMMARY:The Arc of Kansas Politics
DESCRIPTION:The history of Kansas is unlike any other state in the Union. Inspired by the recent book Reform and Reaction: The Arc of Kansas Politics (University Press of Kansas\, 2024)\, Philadelphia Inquirer politics and government reporter Katie Bernard sits with former Kansas governors Kathleen Sebelius (D) and Mike Hayden (R) to discuss the complex story of—and their experiences with—recent Kansas politics\, from the 1960s to today. \nReform and Reaction is edited by Michael A. Smith (Emporia State University) and H. Edward Flentje (Wichita State University)\, and features contributions by the editors\, Patrick Miller (Kent State University)\, Chapman Rackaway (Radford University)\, and the late Burdett Loomis (University of Kansas). \nThis program is presented in partnership with the University Press of Kansas \n  \n\n  \nKatie Bernard covers election administration and suburban politics at the Philadelphia Inquirer. She was the paper’s point person for voting processes during the 2024 presidential election as Pennsylvania was a hotbed of election misinformation. Previously\, Katie was a statehouse reporter at the Kansas City Star where she led coverage of Kansas’ historic August 2022 abortion vote. She studied journalism and political science at the University of Kansas where she spent four years on the Dole Institute’s Student Advisory Board. \nFormer Kansas Governor Kathleen Sebelius is one of America’s foremost experts on health policy\, health care reform\, and executive leadership. She served as U.S. Secretary of Health & Human Services from 2009 to 2014\, Governor of Kansas from 2003 to 2009 and Kansas Insurance Commissioner from 1995 to 2003. She also chaired the Democratic Governors Association in 2007. Sebelius holds a Master of Public Administration degree from the University of Kansas and a Bachelor of Arts degree from Trinity Washington University. Kathleen has also participated in various programs at the Dole Institute\, including Discussion Groups programs and the Presidential Lecture Series. She currently serves as a member of the Institute’s Board of Advisors. \nFormer Kansas Governor John “Mike” Hayden was born in Atwood Kansas. He received his bachelor’s degree in wildlife conservatory from Kansas State University and a master’s degree in biology from Fort Hays State University. As an infantry company commander for the U.S. Army\, Governor Hayden spent 13 months in Vietnam\, where he received the Soldier’s Medal\, two bronze Stars\, and the Army Commendation Medal. He began his career in public service as a state representative\, serving from 1972 to 1986. In 1983 and 1985\, he was elected speaker of the Kansas House of Representatives. His legislative career was highlighted by numerous conservation and environmental achievements. Elected governor in 1986\, Hayden improved the fiscal condition of the state; in 1988\, Kansas was one of the top three states in reducing state taxes. His other administrative priorities included conservation of the state’s natural resources\, rural community preservation\, and efforts to combat drug and alcohol abuse. In November 1988\, Governor Hayden was elected chair of the Republican Governors Association.

SUMMARY:The Counselors: Should the Draft Be Reinstated?
DESCRIPTION:Join us for the next edition of The Counselors—an engaging program featuring debates on contemporary topics. This fall\, Dole Institute Visiting Fellows and attorneys Ed Duckers and Pedro Irigonegaray will debate whether or not the military draft should be reinstated in the United States with the assistance of expert witnesses. \nThis program will be moderated by Abbie Clements\, a member of the Dole Institute Student Advisory Board and a Student Events Assistant. She studies political science\, strategic communications\, and history. \n  \n\n  \nAffirming Side\nPedro Irigonegaray is an attorney and partner at Irigonegaray\, Turney\, & Revenaugh. A trial lawyer since 1973\, Pedro is a former President of The Kansas Trial Lawyers Association\, a Fellow in The American College of Trial Lawyers and a Fellow in The International Academy of Trial Lawyers. \nDr. William M. Raymond\, Jr.\, is an assistant professor in the Department of Command and Leadership at the U.S. Army’s Command and General Staff College (CGSC) at Fort Leavenworth\, Kansas. He served in the U.S. Army for 30 years in a wide variety of field artillery and educational assignments\, leading diverse and high-performing teams and organizations. He has more than 22 years’ experience teaching students and developing curriculum at the undergraduate and graduate levels during active duty (at the United States Military Academy (USMA) and CGSC) and civilian service (at Benedictine College and CGSC). He has a BS in Engineering from USMA\, an MMAS from CGSC\, and an MA and Ph.D. in Political Science from the University of Michigan. \nDr. Roosevelt Barfield\, brings a wealth of experience in strategy\, operations\, budget\, training\, management\, and leadership having served as a Professor at Virginia Commonwealth University and an Army Veteran with 32 years of service. A veteran of the Armed Forces\, Brigadier General (retired) Barfield served as a Military Legislative Assistant to the U.S. Senate and held progressive levels of command responsibility with the military. Dr. Barfield holds a Doctorate of Business Administration from Walden University\, a Master’s of Science Degree in Management from Central Michigan University\, and a Bachelor of Arts degree in History from the University of Kansas\, and is a 2013 Dole Fellow. \n  \nNegating Side\nEd Duckers is partner at Stoel Rives LLP and the head of the firm’s Litigation Practice in California and a member of the firm’s Executive Committee. He is a past chair of Stoel Rives’ Food and Agribusiness Industry Team. \nSteve Leonard serves as the Assistant Area Director for Management and Entrepreneurship in the KU School of Business. Prior to joining the faculty in 2015\, he spent nearly thirty years in uniform as a U.S. Army leader\, where he served as a senior military strategist and war planner. A career writer and speaker\, he is the author and co-editor of several books\, including Power Up (Casemate\, 2023)\, To Boldly Go (Casemate\, 2021)\, and the upcoming Professionals Talk Logistics (Howgate\, 2025). \nDebra Sheffer is a Professor of History at Park University in Parkville\, Missouri. She holds a PhD in Military History from the University of Kansas. She was a 2007 Fellow at the West Point Summer Seminar in Military History. Her published works include The Buffalo Soldiers\, “Lincoln’s Wartime Diplomacy and the Emancipation Proclamation” in The Routledge Handbook of Military and Diplomatic History: The Colonial Period to 1877\, “The Convergence” in A Companion to Custer and the Little Big Horn Campaign\, and “African American Soldiers: The Struggle for Equality through Service in the Civil War and the Great War” in Wars Civil and Great: American Experience in the Civil War and World War I. Her current research explores the cultural constructs of death and honor in the Civil War.

SUMMARY:How to Make Congress Work for the American People
DESCRIPTION:Public frustration with Congress has been the status quo since the institution’s very first days. Many point to constant gridlock and high levels of partisanship as the main problems that have led to Congress’s recent decrepitude. While partisanship and gridlock does impact Congress’s ability to be a responsive and representative body\, an often underdiscussed problem is that of the institution’s internal capacity. What resources does Congress need to effectively\, efficiently\, and transparently meet the needs of the American people? What incentives drive member behavior and how can the day-to-day workflow of the institution be altered to drive more bipartisan policymaking? \n  \n \nThis program is presented in partnership with the Bipartisan Policy Center. \n  \n\n  \nMichael Thorning serves as the Director of Structural Democracy at the Bipartisan Policy Center. Prior to BPC\, Thorning worked for Senators Jeff Bingaman and Tom Udall where he focused on campaign finance and election reform\, Senate rules and congressional reform\, and judiciary\, civil rights\, and civil liberties issues. Thorning has been a fellow of the Center for Congressional and Presidential Studies at American University and is a member of the guest faculty of the University of New Mexico. Thorning earned his B.A. in political science with honors from the University of New Mexico and served as a Fred R. Harris Congressional Intern. \nJ.D. Rackey is the Senior Policy Analyst for Structural Democracy at the Bipartisan Policy Center. His research focuses on the politics and procedures of the U.S. Congress with an emphasis on congressional capacity and modernization. Rackey previously served as professional staff with the U.S. House of Representatives Select Committee on the Modernization of Congress and he’s a frequent adjunct faculty member at Georgetown University. Rackey earned his Ph.D. in political science from the University of Oklahoma and is a former American Political Science Association Public Service Fellow.

DESCRIPTION:As this year’s momentous election campaign nears its climax\, it is illustrating anew how the Democratic and Republican parties are undergoing profound ideological and demographic changes. In her previous role as a national political correspondent for the newspaper\, she received the Toner Prize for Excellence in Political Reporting. She joined The Post in 2010 from Time magazine\, where she had held the same title. During her more than 15 years at Time\, Tumulty wrote or co-wrote more than three dozen cover stories. She also held positions with Time as congressional correspondent and White House correspondent. Before joining Time in 1994\, Tumulty spent 14 years at the Los Angeles Times\, where she covered a wide variety of beats. During her time there\, she reported on Congress\, business\, energy and economics from Los Angeles\, New York and D.C. Tumulty is a native of San Antonio\, where she began her career at the now-defunct San Antonio Light. Tumulty holds a bachelor of journalism from the University of Texas at Austin and an MBA from Harvard Business School.

SUMMARY:China in the Heartland: Building a Balanced Approach
DESCRIPTION:As China’s influence grows around the world\, skepticism in the United States grows in tandem with it. Evidence of this is seen throughout the Heartland of America\, where anti-China legislation and rhetoric have grown over the years. Professor Jack Zhang of the KU Department of Political Science will be joined by Susan Thornton\, Vice Chair of the U.S. Heartland China Association and a retired senior U.S. diplomat with decades of experience in Eurasia and East Asia\, and Kyle Jaros\, an associate professor at the University of Notre Dame\, for a discussion on building a balanced approach for relations with China. \n  \n     \nThis program is presented in partnership with the United States Heartland China Association and the KU Department of Political Science. \n  \nWith support from the National Committee on U.S.-China Relations’ Public Intellectuals Program\, which is generously funded by Carnegie Corporation of New York. \n  \n\n  \nJack Zhang is an assistant professor of political science at the University of Kansas (KU) and director of the KU Trade War Lab. He is a Public Intellectuals Program fellow with the National Committee on U.S.-China Relations. He was a postdoctoral research fellow at the Niehaus Center for Globalization and Governance at Princeton University in 2018-2019 and a Wilson China Fellow at the Wilson Center in 2021-2022. Dr. Zhang’s research explores the political economy of trade and conflict in East Asia. His newest projects investigate the determinants of U.S. foreign policy towards China\, the politics of the U.S.-China Trade War\, and the national security implications of economic interdependence with China. \n  \nSusan Thornton serves as Vice Chair of the U.S. Heartland China Association and is a retired senior U.S. diplomat with almost 30 years of experience with the U.S. State Department in Eurasia and East Asia. She is currently a senior fellow and research scholar at the Paul Tsai China Center at Yale University Law School; director of the Forum on Asia-Pacific Security at the National Committee on American Foreign Policy; and a nonresident senior fellow at the Brookings Institution. \nUntil July 2018\, Thornton was acting assistant secretary for East Asian and Pacific Affairs at the Department of State and led East Asia policymaking amid crises with North Korea\, escalating trade tensions with China\, and a fast-changing international environment. In previous State Department roles\, she worked on U.S. policy toward China\, Korea\, and the former Soviet Union and served in leadership positions at U.S. embassies in Central Asia\, Russia\, the Caucasus\, and China. \nThornton received her master’s in international relations from Johns Hopkins School of Advanced International Studies and her bachelor’s from Bowdoin College in economics and Russian. She serves on several non-profit boards and speaks Mandarin and Russian. \n  \nKyle Jaros is an associate professor of global affairs at the Keough School of Global Affairs at the University of Notre Dame. He is a faculty fellow of the Keough School’s Liu Institute for Asia and Asian Studies and the Pulte Institute for Global Development. \nJaros’s research explores the politics of urban and regional development\, intergovernmental relations\, and subnational foreign engagement with a focus on China. His first book\, China’s Urban Champions: The Politics of Spatial Development\, examines the policy logics and political factors driving uneven development in China’s provinces. \nBefore coming to Notre Dame\, he was an associate professor in the political economy of China at the University of Oxford’s School of Global and Area Studies and held a China Public Policy Postdoctoral Fellowship at the Ash Center of the Harvard Kennedy School. Jaros earned a PhD and MA in political science from the Department of Government at Harvard University\, and an AB in public and international affairs\, and a certificate in Chinese language and culture from Princeton University. He also holds a graduate certificate in Chinese studies from the Hopkins-Nanjing Center for Chinese and American Studies.

DESCRIPTION:With rising tensions in the Middle East\, the ongoing conflict in Ukraine\, and continuous challenges on the international stage by China and Russia\, all eyes are focused on the candidates in this year’s elections\, and how they view America’s role in the world. Dole Institute Visiting Fellow Jerry Seib will be joined by former Senator and Secretary of Defense Chuck Hagel to discuss where the candidates stand on the issues that impact our standing on the world stage. \n  \n\n  \nJerry Seib has been a journalist with The Wall Street Journal for almost 45 years. He served as the Journal’s Executive Washington Editor and wrote the weekly “Capital Journal” column for 29 years. He also reported from the Middle East for the Journal in the mid-1980s\, covered the White House\, has moderated three presidential debates\, and interviewed every president since Ronald Reagan. \n  \nChuck Hagel was the 24th Secretary of Defense\, serving from February 2013 to February 2015. He is the only Vietnam veteran and the first enlisted combat veteran to serve as Secretary of Defense. Hagel served two terms in the United States Senate (1997-2009) representing the state of Nebraska. While in the Senate\, he chaired and served on numerous committees\, including the Foreign Relations and Intelligence committees\, and Banking Committee’s subcommittees. He also served as the Chair of the Congressional-Executive Commission on China and the Senate Climate Change Observer Group. Prior to his election to the U.S. Senate\, Hagel was president of McCarthy & Company\, an investment banking firm in Omaha. He also served as Deputy Administrator of the Veterans Administration under President Ronald Reagan. Hagel is a graduate of the University of Nebraska at Omaha\, and has two children with his wife\, Lilibet.

Veteran political reporter Sasha Issenberg visits the Dole Institute for a conversation on his new book\, The Lie Detectives: In Search for a Playbook for Winning Elections in the Disinformation Age\, which explores how the new online landscape has forced those who run campaigns to rethink everything they thought they knew about how to reach and move voters. \n  \n     \nThis program is presented in partnership with the Lawrence Public Library and the KU Honors Program. \n  \n\n  \nSasha Issenberg is a journalist and the author of four previous books\, including The Victory Lab: The Secret Science of Winning Campaigns and\, most recently\, The Engagement: America’s Quarter-Century Struggle Over Same-Sex Marriage. He is a correspondent for Monocle\, and has written for New York\, the New York Times Magazine\, Bloomberg Businessweek\, and Politico Magazine. SUMMARY:The 2024 KU Security Conference Keynote Address with General Philip Breedlove
DESCRIPTION:On April 10\, General Philip M. Breedlove\, former NATO Supreme Allied Commander Europe\, will open the 2024 KU Security Conference with a keynote address at the Robert J. Dole Institute of Politics. This address will kick off a two-day conference at the University of Kansas aimed at bringing together scholars and practitioners from academia\, the intelligence community\, and the military. \nThis program is presented in partnership with the Intelligence Community Center for Academic Excellence (ICCAE) and the Center for Russian\, East European\, and Eurasian Studies (CREES). \n  \n\n  \nGen. Philip M. Breedlove\, USAF\, Ret.\, is a highly decorated retired general of the U.S. Air Force where he reached the highest levels of military leadership as one of six geographic combatant commanders and the Supreme Allied Commander of NATO. Throughout his 39 years of service\, General Breedlove served in a variety of demanding command and staff positions\, leading large-scale\, diverse\, global operations across two theaters of combat and earning a reputation as an inspirational leader that focuses on his people\, their families\, and mission accomplishment. \nAs the Supreme Allied Commander Europe and the Commander of U.S. European Commander\, he answered directly to NATO’s governing body\, the North Atlantic Council\, and to the President of the United States and the Secretary of Defense. He led the forces of 28 nations and several partners to ensure the security of an alliance that accounts for more than half of the world’s gross domestic product. Gen. Breedlove also served as the Commander of U.S. Air Forces Europe and Air Forces Africa\, as Vice Chief of Staff of the Air Force\, and as Assistant Chief of Staff for Air Operations\, Plans\, and Requirements. \nHe earned his Bachelor of Civil Engineering degree from the Georgia Institute of Technology and a Master of Science in aerospace technology from Arizona State University. Additionally\, he completed a Masters of International Security Affairs from the National War College\, a Fellowship in International Security Affairs\, Seminar XXI from the Massachusetts Institute of Technology and completed Leadership at the Peak at the Center from Creative Leadership\, Colorado Springs. Gen. Breedlove now serves as the CEO of Emerald Coast Strategic Solutions\, on the Georgia Tech Civil and Environmental Engineering School Advisory Board\, and on the Board of Directors of the Atlantic Council.

She is a contributing columnist for Insight Kansas\, a Policy Fellow at the Docking Institute of Public Affairs at Fort Hays State University\, contributes to the annual Kansas Speaks public opinion survey\, and is the former President of the Great Plains Political Science Association. She earned her PhD in Political Science at KU in 2019. \nRep. Christina Haswood (Diné/Navajo) is a State Legislator for the Kansas State House of Representatives House District 10. She is the Ranking Minority Member on the Joint Committee on State and Tribal Relations. She is known for her Native American and public health policy expertise. Christina helped pass Kansas’ first Missing and Murdered Indigenous Peoples (MMIP) bill in 2021 and is an avid champion of reproductive rights. Christina is known for using social media in politics and for building the bench for young Kansans to be involved in state politics. \nRep. Nick Hoheisel is a Republican member of the Kansas House of Representatives from the 97th district. Elected in November 2018\, he assumed office in 2019. Hoheisel is a native of Wichita\, Kansas\, and co-chair of the Kansas Future Caucus.

DESCRIPTION:Are you a current KU student considering a DC internship? Join us as we interview a panel of four former KU students and Student Advisory Board members as they talk about their internships in D.C. and how these experiences moved their careers forward. \n  \nThe program is presented in partnership with the KU Career Center \n  \n\n  \nEric Kros graduated from the University of Kansas in 2020 with a double major in Political Science and Public Administration as well as a minor in Business. During his time at KU\, he worked at the Dole Institute of Politics as a Development Intern and Discussion Group Student Coordinator. In 2017\, Eric interned for Senator Deb Fischer (R-NE) in her Omaha district office. The next two summers\, he interned for Urban Swirski and Associates\, a Washington\, D.C.-based government relations firm focused on tax and trade issues. Eric then spent early 2020 as a Legislative Intern for Braden\, Heidner\, Lowe and Associates\, a Topeka-based lobbying firm. In May of 2020\, Eric started his career as an intern at a multi-client lobbying firm in Washington\, D.C.\, Capitol Hill Consulting Group (CHCG). He was then hired as a Legislative Assistant and eventually promoted to Legislative Director. At CHCG\, Eric primarily works in the Tribal\, association\, energy\, municipal\, and agriculture space. \nRaina Peter is a senior at the University of Kansas studying Economics and Political Science. She is an outreach coordinator at the Dole Institute of Politics and has had two internships in Washington DC. In Summer 2022\, she interned at the Department of State in the Office of Investment Affairs. In Summer 2023\, she interned on Capitol Hill for Representative Sharice Davids. While she doesn’t have confirmed plans post-graduation\, she hopes to return to DC in the political space whether that is for the government\, think tank\, or research-based firm. \nAmanda Petersen works to improve opportunities for young Kansans to thrive as the Director of Early Childhood at the Kansas State Department of Education. She graduated from the University of Kansas with bachelor’s degrees in economics and political science in 2015 and earned a master’s degree in public administration in 2018. Her D.C. internship supporting state advocacy organizations\, the Center on Budget and Policy Priorities\, led to a subsequent semester as an intern in the Kansas Legislature and to her first jobs in state-level policy advocacy at Kansas Action for Children. \nMandy Snodgrass grew up on a small farm in northeast Kansas and graduated from KU. She has worked in a variety of political and nonprofit positions since high school\, including on federal and state campaigns\, in the Kansas statehouse\, and now in Washington D.C. Currently\, Mandy lives in Washington D.C. and works for Heritage Action\, the political partner organization of The Heritage Foundation as a Manager of Donor Communications. While at KU\, she interned on Capitol Hill for a former Kansas representative and also for the National Down Syndrome Society\, also in Washington DC.

She earned her B.A. in Economics and Latin American Studies from Wellesley College and holds an M.A. from Johns Hopkins University’s School of Advanced International Studies. \n  \n \nEmily Wielk\, Economic Policy Analyst\, Bipartisan Policy Center\nEmily Wielk is a Policy Analyst for BPC’s Economic Policy Program\, where her portfolio includes tax policy\, working families support\, and educational programming on fiscal policy. Guirlinger\, the State Department’s Chief of the Ukraine Political Unit\, will discuss the current state of the U.S. policy toward Ukraine\, how these policies are designed and implemented\, and answer questions from the audience. \nUnlike other programs\, this program will not be live-streamed on our YouTube Channel\, so make plans to attend this event in-person. \nRyan Guirlinger has served as the Ukraine Political Unit Chief since August 2022. In his distinguished career with the State Department he has previously served as Saudi Arabia Senior Desk Officer in the Bureau of Near Eastern Affairs\, deputy economic counselor at the U.S. Embassy in Morocco\, economic officer at the U.S. Embassy in Algeria\, consular officer at the U.S. Consulate General in Istanbul\, Turkey\, and consular and economic officer at the U.S. Embassy in Honduras. In 2019\, he was the recipient of the inaugural Hayden Brown Award for Outstanding Leadership in Energy Security and Access. He joined the Foreign Service in September 2008\, and holds two bachelor’s degrees from the University of Maryland-College Park and a master’s degree from Syracuse University.

SUMMARY:A Question of Respect: Bringing Us Together in a Deeply Divided Nation
DESCRIPTION:Celinda Lake\, a Democrat\, and Ed Goeas\, a Republican\, have been crossing party lines for more than three decades to produce the Battleground Poll that takes a bipartisan look at America and its politics. Now they have co-authored a book that draws on what they have learned to describe how America has reached its current\, deeply fractured political condition and\, more importantly\, how the country might move beyond it. These two leading political practitioners will be at the Dole Institute to discuss their work\, including their central argument that the only way to escape the current polarization is through mutual respect. \nJerry Seib has been a journalist with The Wall Street Journal for almost 45 years. He served as the Journal’s Executive Washington Editor and wrote the weekly “Capital Journal” column for 29 years. He also reported from the Middle East for the Journal in the mid-1980s\, covered the White House\, has moderated three presidential debates\, and interviewed every president since Ronald Reagan. \nCelinda Lake was one of two main pollsters for the Biden campaign\, is the only Democratic pollster to play a major role in defeating two incumbent presidents\, and is a prominent pollster and political strategist for progressives. Celinda currently serves as President of Lake Research Partners. Lake’s polling and strategic advice has helped candidates such as Representative Alexandria Ocasio-Cortez to groundbreaking wins. Lake co-authored the book What Women Really Want with Republican pollster Kellyanne Conway. \nEd Goeas was President and C.E.O. of The Tarrance Group for thirty-five years\, one of the most respected and successful Republican survey research and strategy teams in American politics today. Widely recognized as one of the country’s leading political strategists\, Goeas is an often-sought-after consultant and strategist. In observation of Constitution Day\, Associate Director Dr. Barbara Ballard will lead a panel of emerging leaders in the legal profession – each of whom are former Dole Institute SAB members – to discuss these changes and how they see the profession evolving in the coming years. \nAdam Steinhilber is an attorney from Overland Park\, Kansas who recently finished clerking for the Honorable Timothy M. Tymkovich of the U.S. Court of Appeals for the Tenth Circuit. He previously clerked for the Honorable Mark S. Massa of the Indiana Supreme Court. He earned his J.D.\, magna cum laude\, from the University of Michigan Law School\, where he was elected to the Order of the Coif and chaired the Federalist Society’s 39th annual National Student Symposium. He earned his B.A. in Political Science with honors from the University of Kansas\, where he was elected to Phi Beta Kappa and proudly served as the Events Student Assistant at the Dole Institute of Politics. This fall\, he will join the Kansas City office of Bryan Cave Leighton Paisner LLP as a litigation associate. \nEmily Depew is a research attorney with the Kansas Court of Appeals. Emily hails from Neodesha\, Kansas. She graduated from the University of Kansas School of Law in 2023. At KU Law\, Emily was a three-time moot court national champion and was presented with one of the best speakers awards two years in a row at the moot court national championship competition. She worked as the Dole Institute Student Advisory Board coordinator for two years as an undergraduate at KU. Emily has also worked as a legislative fellow at the Kansas Revisor of Statutes office\, a legal intern at the U.S. Department of Transportation\, and a legal intern for Kansas Representative Barbara Ballard. \nJesse Burbank hails from Quinter\, Kansas\, and grew up moving around the world in a military family. He earned his bachelor’s degree with highest distinction in history and political science from the University of Kansas in 2017. He was a member of the Dole Institute Student Advisory Board\, and he served as Dole Institute Director Bill Lacy’s research assistant during his senior year. Jesse earned his law degree with honors from Harvard Law School in 2020\, where he was an editor of the Harvard International Law Journal. While in law school\, he served as a summer legal intern in the United States Supreme Court Office of Legal Counsel. He worked in private practice after law school at the law firm Sidley Austin LLP in Chicago before joining the U.S. Army JAG Corps in late 2022. Join us as we examine the state of the campaign with two prominent political journalists – Ali Vitali of NBC News and the Associated Press’s Seung Min Kim – in a conversation moderated by Brendan Buck\, NBC News Political Analyst and former top aide to House Speaker Paul Ryan and John Boehner. Vitali has reported on both President Biden and Vice President Harris throughout the 2020 campaign trail and through inauguration\, cabinet appointments and confirmations. In February 2023\, Vitali sat down with former President Mike Pence in an exclusive broadcast interview ahead of the 2024 presidential election and her continued coverage of the GOP field. As an NBC News “Road Warrior” in 2020\, Vitali followed and reported on the campaigns of Sen. Elizabeth Warren\, Sen. Amy Klobuchar and Michael Bloomberg during the Democratic primary contests. She previously covered the Trump Administration as a White House Reporter for NBC News Digital and was a political campaign embed reporter on Donald Trump’s 2016 presidential campaign. \nSeung Min Kim is a White House reporter for The Associated Press\, specializing in the nexus of the Biden administration and Capitol Hill. Before joining the AP in July 2022\, she had the same beat at The Washington Post\, where she led the publication’s coverage on President Biden’s legislative agenda\, Donald Trump’s relationships – and battles – with Congress\, and three Supreme Court confirmation fights. She has also served as a political analyst for CNN since 2018. Seung Min’s first major reporting role in Washington was as a congressional reporter for Politico\, where she spent more than eight years and primarily covered the Senate. She has also worked at USA Today; The Star-Ledger of Newark\, N.J.; the St. Paul Pioneer Press; the St. Petersburg Times and The Des Moines Register. SUMMARY:Russia’s special military operation in Ukraine: planning\, operations\, and prospects
DESCRIPTION:On February 24\, 2022\, Russia began a war on Ukraine\, unleashing brutality on the European continent not seen since 1945. On June 28\, two scholars of war; Kevin Benson\, Ph.D.\, Colonel\, US Army (ret)\, and Prof. Chris Marsh\, Ph.D.\, Joint Special Operations University\, will assess the Russia-Ukraine war to date and offer their projections on how the war will progress. \nKevin Benson graduated from West Point in 1977 and served in the US Army for 30 years\, retiring in the rank of colonel. He commanded soldiers\, served as the lead planner for the 2003 invasion of Iraq\, and concluded his career as the Director of the School of Advanced Military Studies at Fort Leavenworth\, KS. He earned a PhD in American history from KU in 2011 and was also a Dole Fellow in 2011. \nDr. Marsh is Director of the Department of Strategic Research & Analysis at the Joint Special Operations University (JSOU)\, USSOCOM. He also serves as editor of the Special Operations Journal. Prior to joining JSOU\, Marsh taught at the U.S. Army School of Advanced Military Studies (SAMS) and Baylor University. He was also an intelligence analyst at the U.S. Air Force Special Operations Command. Dr. Marsh is an expert on irregular warfare and Russian & East European studies\, having lived and conducted research throughout the region for over 25 years. DESCRIPTION:On April 12 at 7 p.m.\, John Della Volpe will discuss his book “Fight: How Gen Z is channeling their fear and passion to save America.” The book covers the coming of age of the 70 million young people in America born in a 20-year period beginning in the mid-1990s. Volpe examines the political awakening of this generation that has come largely during the Trump era\, as well as what he describes as a “significant mental health crisis\,” intensified by the state of the country’s politics. Volpe\, the Harvard Institute of Politics Polling Director\, also led a town hall meeting for students at the Dole Institute in 2015. He is known as one of the world’s leading authorities on global sentiment\, opinion\, and influence\, especially among young Americans and in the age of digital and social media.
