SUMMARY:The 2023 Annual Constitution Day Program: "Speech\, Guns\, and Federal Power"
DESCRIPTION:In recent years\, the U.S. Supreme Court has reshaped key aspects of American law\, including First Amendment speech protections\, firearms regulation under the Second Amendment\, and the Executive Branch’s powers to implement laws. The Court appears poised to continue reshaping these fields in the coming term through a set of potentially transformative cases. In observation of Constitution Day\, Associate Director Dr. Barbara Ballard will lead a panel of emerging leaders in the legal profession – each of whom are former Dole Institute SAB members – to discuss these changes and how they see the profession evolving in the coming years. \nAdam Steinhilber is an attorney from Overland Park\, Kansas who recently finished clerking for the Honorable Timothy M. Tymkovich of the U.S. Court of Appeals for the Tenth Circuit. He previously clerked for the Honorable Mark S. Massa of the Indiana Supreme Court. He earned his J.D.\, magna cum laude\, from the University of Michigan Law School\, where he was elected to the Order of the Coif and chaired the Federalist Society’s 39th annual National Student Symposium. He earned his B.A. in Political Science with honors from the University of Kansas\, where he was elected to Phi Beta Kappa and proudly served as the Events Student Assistant at the Dole Institute of Politics. This fall\, he will join the Kansas City office of Bryan Cave Leighton Paisner LLP as a litigation associate. \nEmily Depew is a research attorney with the Kansas Court of Appeals. Emily hails from Neodesha\, Kansas. She graduated from the University of Kansas School of Law in 2023. At KU Law\, Emily was a three-time moot court national champion and was presented with one of the best speakers awards two years in a row at the moot court national championship competition. She worked as the Dole Institute Student Advisory Board coordinator for two years as an undergraduate at KU. Emily has also worked as a legislative fellow at the Kansas Revisor of Statutes office\, a legal intern at the U.S. Department of Transportation\, and a legal intern for Kansas Representative Barbara Ballard. \nJesse Burbank hails from Quinter\, Kansas\, and grew up moving around the world in a military family. He earned his bachelor’s degree with highest distinction in history and political science from the University of Kansas in 2017. He was a member of the Dole Institute Student Advisory Board\, and he served as Dole Institute Director Bill Lacy’s research assistant during his senior year. Jesse earned his law degree with honors from Harvard Law School in 2020\, where he was an editor of the Harvard International Law Journal. While in law school\, he served as a summer legal intern in the United States Supreme Court Office of Legal Counsel. He worked in private practice after law school at the law firm Sidley Austin LLP in Chicago before joining the U.S. Army JAG Corps in late 2022. DESCRIPTION:A GOP frontrunner under the cloud of legal peril is trying to stave off a crowded primary field and maintain his hold over a divided party. An incumbent president faces questions about his age and an uncertain economy. As the Republican primary hits its stride\, can anyone stop Donald Trump? And what does President Biden need to do to earn a second term? The race for the White House in 2024 promises to be an election unlike we’ve ever seen. Join us as we examine the state of the campaign with two prominent political journalists – Ali Vitali of NBC News and the Associated Press’s Seung Min Kim – in a conversation moderated by Brendan Buck\, NBC News Political Analyst and former top aide to House Speaker Paul Ryan and John Boehner. These insiders will help pull back the curtain and examine the questions that will determine who controls the White House in 2025. \nBrendan Buck is a Partner at Seven Letter\, a Washington and Boston based public affairs agency\, and he is an NBC News on-air Political Analyst. He spent twelve years on Capitol Hill\, serving as a top aide to two consecutive Speakers of the House. Brendan was Counselor to House Speaker Paul Ryan\, leading messaging and communications strategy for the speaker and House GOP. And earlier\, Brendan was Press Secretary to House Speaker John Boehner. Brendan was also on the 2012 Romney-Ryan presidential campaign\, serving as Press Secretary to the Vice President nominee. In 2017\, POLITICO named him to its inaugural Power 30 list\, and in 2020\, PR Week named him to its annual ’40 Under 40’. \nAli Vitali is a Capitol Hill correspondent for NBC News based in Washington\, D.C. Vitali has reported on both President Biden and Vice President Harris throughout the 2020 campaign trail and through inauguration\, cabinet appointments and confirmations. In February 2023\, Vitali sat down with former President Mike Pence in an exclusive broadcast interview ahead of the 2024 presidential election and her continued coverage of the GOP field. As an NBC News “Road Warrior” in 2020\, Vitali followed and reported on the campaigns of Sen. Elizabeth Warren\, Sen. Amy Klobuchar and Michael Bloomberg during the Democratic primary contests. She previously covered the Trump Administration as a White House Reporter for NBC News Digital and was a political campaign embed reporter on Donald Trump’s 2016 presidential campaign. \nSeung Min Kim is a White House reporter for The Associated Press\, specializing in the nexus of the Biden administration and Capitol Hill. Before joining the AP in July 2022\, she had the same beat at The Washington Post\, where she led the publication’s coverage on President Biden’s legislative agenda\, Donald Trump’s relationships – and battles – with Congress\, and three Supreme Court confirmation fights. She has also served as a political analyst for CNN since 2018. Seung Min’s first major reporting role in Washington was as a congressional reporter for Politico\, where she spent more than eight years and primarily covered the Senate. She has also worked at USA Today; The Star-Ledger of Newark\, N.J.; the St. Paul Pioneer Press; the St. Petersburg Times and The Des Moines Register. SUMMARY:Russia’s special military operation in Ukraine: planning\, operations\, and prospects
DESCRIPTION:On February 24\, 2022\, Russia began a war on Ukraine\, unleashing brutality on the European continent not seen since 1945. On June 28\, two scholars of war; Kevin Benson\, Ph.D.\, Colonel\, US Army (ret)\, and Prof. Chris Marsh\, Ph.D.\, Joint Special Operations University\, will assess the Russia-Ukraine war to date and offer their projections on how the war will progress. \nKevin Benson graduated from West Point in 1977 and served in the US Army for 30 years\, retiring in the rank of colonel. He commanded soldiers\, served as the lead planner for the 2003 invasion of Iraq\, and concluded his career as the Director of the School of Advanced Military Studies at Fort Leavenworth\, KS. He earned a PhD in American history from KU in 2011 and was also a Dole Fellow in 2011. \nDr. Marsh is Director of the Department of Strategic Research & Analysis at the Joint Special Operations University (JSOU)\, USSOCOM. He also serves as editor of the Special Operations Journal. Prior to joining JSOU\, Marsh taught at the U.S. Army School of Advanced Military Studies (SAMS) and Baylor University. He was also an intelligence analyst at the U.S. Air Force Special Operations Command. Dr. Marsh is an expert on irregular warfare and Russian & East European studies\, having lived and conducted research throughout the region for over 25 years. DESCRIPTION:On April 12 at 7 p.m.\, John Della Volpe will discuss his book “Fight: How Gen Z is channeling their fear and passion to save America.” The book covers the coming of age of the 70 million young people in America born in a 20-year period beginning in the mid-1990s. Volpe examines the political awakening of this generation that has come largely during the Trump era\, as well as what he describes as a “significant mental health crisis\,” intensified by the state of the country’s politics. Volpe\, the Harvard Institute of Politics Polling Director\, also led a town hall meeting for students at the Dole Institute in 2015. He is known as one of the world’s leading authorities on global sentiment\, opinion\, and influence\, especially among young Americans and in the age of digital and social media.

DESCRIPTION:On Nov. 17\, the Dole Institute of Politics will debut The Counselors\, an engaging series featuring two advocates arguing either side of an important national issue. In a cross between a courtroom trial and a debate\, the two counselors will present their opposing arguments and call two expert witnesses each to help build their case. \nFocusing on criminal justice reform\, the theme for our November program is “Resolved: Cash bail will not be required for individuals who are not a flight risk or dangerous.” \nThe counselors for “Resolved” will be Edward C. Duckers\, partner at Stoel Rives LLP and head of the firm’s Litigation Practice\, and Pedro L. Irigonegaray\, attorney and partner at Irigonegaray\, Turney\, & Revenaugh. \nToday in the United States\, six out of every 10 people in jail are currently awaiting trial without having actually been convicted of a crime. In 2018\, the bipartisan FIRST STEP Act was signed into law\, creating legislation that would improve fairness in sentencing of federal crimes\, reduce recidivism and promote public safety. \nAt a time when a range of experts are calling for additional criminal justice reform\, The Counselors fall program aims to educate on both sides of the argument. \nJoin us 6-8 p.m. on Wednesday\, Nov. 17\, for the inaugural event followed by an open house reception. \nThe Counselors series is consistent with the mission of the Dole Institute of Politics – to promote political and civic participation as well as civil discourse in a bi-partisan\, balanced manner – and is made possible through a grant from the Koch Family Foundation. \nThis program is cosponsored by KU Debate and the University of Kansas School of Law.

DESCRIPTION:The Dole Institute of Politics invites you to join us for an online panel discussion on careers in public service featuring four former Dole Student Advisory Board members. \n  \nJulia Groblacher: Foreign Service Officer\, U.S. Department of State \nAfter graduating from KU in 2010\, Julia received her Masters in Public Policy from the Harvard JFK School of Government.  Since entering the Foreign Service in 2012\, Julia has served domestically on the Syria and Afghanistan desks\, and overseas at the U.S. embassies in Moscow\, Baghdad\, and Kabul. She most recently served as a member of Deputy Secretary Wendy Sherman’s staff\, responsible for the Middle East\, counterterrorism\, cybersecurity\, and tech.  She will soon depart for U.S. Embassy Beirut. \nMarc Langston: Attorney\, Strategic Team Advising Research\, U.S. Department of Veterans Affairs \nMarc Langston is a Wichita native and KU alumnus (’08) with bachelors degrees in political science and art history. He attended law school at Wake Forest University and spent the last decade working as an attorney in Washington\, DC. Marc’s legal experience includes a variety of positions in both the public and private sectors. \nEric Pahls: VP\, Big Dog Strategies \nEric Pahls is a proud native Kansan who served as Campaign Manager for Dr. Roger Marshall’s successful 2020 U.S. Senate Campaign. Prior to 2020\, he served as businesswoman Carly Fiorina’s Communications Director\, and as the youngest Press Secretary on Capitol Hill after working on Dr. Marshall’s successful 2016 Congressional campaign\, which notably unseated the incumbent in a primary. DESCRIPTION:Investigative political reporter and author Michael Kranish will join us for our fourth installment of our A Conversation on Race series. He will discuss the life\, tribulations\, and career of Major Taylor\, the first American-born Black world champion in any sport\, fifty years before Jackie Robinson became a Major League baseball player. Kranish spent years collecting thousands of articles written about Taylor for his book\, “The World’s Fastest Man: The Extraordinary Life of Cyclist Major Taylor\, America’s First Black Sports Hero\,” in which he tells the story of how Taylor overcame insurmountable odds to become a world-class athlete during the Jim Crow era. Taylor’s trailblazing accomplishments had widespread impact across society and are relevant to conversations we are having about African American athletes today. \nThis program includes a book sale and signing with the author.

Glickman served as the Secretary of Agriculture for six years under President Clinton and represented Kansas’s 4th congressional district in the U.S. House of Representatives for 18 years. Glickman served as director of the Institute of Politics at Harvard University’s John F. Kennedy School of Government from 2002 to 2004 and served as chairman of the Motion Picture Association of America Inc. from 2004 to 2010. He is also a senior fellow at the Bipartisan Policy Center and the former vice president of the Aspen Institute. \nThis event is cosponsored by KU’s Department of Film & Media Studies.

His efforts to end the 50-year-long conflict led to him winning the 2016 Nobel Peace Prize.” \nIn his book The Battle for Peace\, Santos shares the lessons he learned about war and peace and how to build a successful negotiation process in the midst of a conflict where a resolution seemed impossible. Santos prepared for these roles by attending the University of Kansas\, through postgraduate studies at the London School of Economics and Harvard University\, as a Fulbright Fellow at the Fletcher School of Law and Diplomacy\, and in the Nieman Foundation for Journalism at Harvard University. DESCRIPTION:The third installment of the series “A Conversation on Race” will feature the President of the Negro Leagues Baseball Museum Bob Kendrick\, Scout for the New York Yankees Darryl Monroe\, and will be moderated by Senior Associate Director of the Institute\, Dr. Barbara W. Ballard. \n“Since the founding of the first professional baseball league in this country\, racism has been a persistent problem\,” said Director Bill Lacy. “For the third episode of ‘A Conversation on Race\,’ we will discuss the color barrier in baseball and the courageous men who broke through. Bob Kendrick is the ideal guest to explore this topic and we look forward to what will be a fascinating and insightful evening.” \nThe program will explore the factors that made Major League Baseball a flashpoint for civil rights in 1947\, more than a decade before the marches and rallies of the 1960s. The event streams the day before Jackie Robinson Day\, in which all Major League Baseball players wear jerseys with his number “42.” This program will discuss the man who became the focus of a nation as he walked on the field as the first professional black athlete in the U.S. to shatter the color barrier. \nBob Kendrick was named President of the NLBM in March of 2011. Kendrick has been responsible for the creation of several signature museum educational programs and events including the Hall of Game\, which annually honors former MLB greats who played the game in the spirit and signature style of the Negro Leagues. Kendrick has become one of the leading authorities on the topic of Negro Leagues Baseball history and its connection to issues relating to sports\, race\, and diversity. \nDarryl Monroe graduated from Lawrence High School in 1990 and went on to play baseball at KU from 1991-1994 where he was a member of the 1993 College World Series team. He was drafted in the 9th round by the Detroit Tigers in 1994 and played 4 years of minor league baseball with the Tigers and the Independent Minor Leagues. Monroe started scouting with the Montreal Expos in 1998\, then worked in the scouting department and the player development department with the Atlanta Braves for 4 years starting in 2000. He has been working in the scouting department with the New York Yankees from 2007 till the present.

His employment with Senator Birch Bayh (D-IN) began in 1967 during Bob’s freshman year and concluded with Bayh’s unsuccessful re-election campaign in 1980. In 1991\, Bob created Blaemire Communications\, a political computer services firm serving Democratic campaigns\, progressive organizations\, and political consultants. \n \n

Ríos-Santiago\, State Representative Sharon Tomiko Santos\, and former State Representative Jene Vickrey and will be moderated by Senior Associate Director of the Institute\, Dr. Barbara Ballard. \nChristina Haswood is a public health professional and a candidate for the Kansas House of Representatives in District 10. She is also a member of the Navajo Nation\, and if elected\, she would be just the third Native American in Kansas history to be a state legislature. She received endorsements from Emily’s List\, the Kansas National Education Association\, the Sunrise Movement of Lawrence Kansas\, the Kansas Sierra Club\, seven current Kansas state legislators\, as well as former Governor Kathleen Sebelius and current Congresswoman Deb Haaland and Congresswoman Sharice Davids. She is currently running unopposed for the general election. \nCarmelo J. Ríos-Santiago is the current Majority Leader of the Puerto Rico State Senate. In 2004\, he was elected as one of the youngest Senators of his class\, representing the Bayamón District of Puerto Rico and chaired the Municipal and Financial Affairs Committee. He was elected in 2018 as President of the National Hispanic Caucus of State Legislators\, a non-profit organization representing over 400 elected Hispanic state legislators throughout the United States\, Puerto Rico\, and the U.S. Virgin Islands. During his tenure\, he was also part of the National Association of Latino Elected and Appointed Officials. \nSharon Tomiko Santos was elected to the Washington State House of Representatives in 1998. She chairs the House Education Committee and serves on the House Capital Budget Committee and Consumer Protection & Business Committee. She has received numerous awards for her legislative and community work\, including the Kip Tokuda Community Leadership Award from the Asian Pacific Islander Community Leadership Foundation and the Leadership and Vision Award from Junior Achievement of Washington. \nJene Vickrey is life long resident of Louisburg\, Kansas. Mulligan frequently offers testimony to the Kansas legislature as well. SUMMARY:Marines Return to Vietnam
DESCRIPTION:In 1967\, John Musgrave was wounded in Vietnam. More than fifty years later\, he\, along with fellow marine John Solbach\, journalist Lindsey Foat\, and historian Bill Tuttle\, returned to the Southeast Asian country. In this program\, the four guests will discuss this experience and what it was like to return while sharing images from the trip captured by Musgrave’s son\, Daniel. \nLindsey Foat spent ten years working as a reporter\, producer\, and community engagement expert at Kansas City PBS. She led the station’s content and engagement efforts focused on veterans\, including award-winning\, local documentary\, and innovative engagement initiatives for Ken Burns and Lynn Novick’s The Vietnam War. Through that work\, she was lucky to work with and befriend John Musgrave and joined him on his return trip to Vietnam. Currently\, Lindsey is the Content and Communications Director at the Rabbit hole\, which is an immersive museum for children’s literature. \nDan Musgrave is a writer and photographer with a particular interest in the intersections of the human and animal world. At the moment his efforts are mainly directed toward a collaborative memoir with his father\, probing the interpersonal and intergenerational ramifications of combat. Dan’s work has earned recognition from the Iceland Writers Retreat\, Tulsa Artist Fellowship\, Odyssey Writing Workshop\, and several literary magazines and journals. He is a registered member of the Osage Nation\, and an alum of Grinnell College. \nJohn Musgrave was born in 1948 in Independence\, Missouri—a suburb of Kansas City. After high school he enlisted in the Marine Corps\, ultimately becoming a member of the 1st Battalion\, 9th Marines. He served in Vietnam for 11 months before being permanently disabled by his third wound at the battle of Con Thien in November 1967. After returning to the states\, John studied at Baker University in Baldwin City\, KS\, where he struggled with PTSD and suicidal tendencies. Eventually\, he joined Vietnam Veterans Against the War\, participating in protests in Washington\, DC\, and elsewhere around the country. After years of struggle\, depression\, and heart-searching\, he learned to cope with his PTSD\, though as with most veterans\, that would remain a lifelong process. He has worked extensively with other veterans in suicide-prevention programs such as the National Veteran’s Wellness and Healing Center\, and the U.S. Army’s Worldwide Stand-Down for Suicide Awareness. In recent years he has been particularly focused on post-9/11 vets. \nJohn Solbach is a Lawrence attorney who served in Vietnam with the 3rd Battalion 3rd Marines Lima Company in 1967 and 1968. He served in the Kansas legislature for 14 years. He lives with his wife on a farm west of Lawrence \nWilliam M. Tuttle\, Jr.\, is Professor Emeritus of American Studies at the University of Kansas. In support of his research\, Bill Tuttle has been awarded major fellowships from the Guggenheim Foundation\, the National Endowment for the Humanities\, the American Council of Learned Societies\, and the Henry A. Murray Research Center\, Radcliffe College. He has also held residential fellowships at the Institute of Southern History\, Johns Hopkins University\, the Charles Warren Center for Studies in American History\, Harvard University\, and the Stanford University Humanities Center.

DESCRIPTION:The justifiable outrage over the death of Mr. George Floyd has spread across the United States and beyond. As thousands of people take to the streets demanding racial justice\, the need for civil and thoughtful discourse has scarcely been more acutely felt in the history of our country. The Dole Institute’s mission is to provide the forum for exactly this kind of important and uncomfortable conversation. \n“A Conversation on Race” will be hosted by Senior Associate Director Dr. Barbara Ballard and will feature Dr. Roosevelt “Rose” Barfield and Cherylyn Harley LeBon as her guests. This program will be the first in an ongoing series on race-related issues with additional installments to be announced at a later date. Ballard\, who serves in the Kansas State Legislature since 1993\, will welcome Barfield and LeBon back to the Institute\, as both were Dole Fellows in the past. Barfield served in the U.S. Army for 32 years\, retiring as a Brigadier General\, and LeBon worked extensively in national politics\, including as assistant administrator for Intergovernmental Affairs for George W. Bush. \nThis special program will be live-streamed to the institute’s YouTube channel and to its website\, www.doleinstitute.org. Due to continuing concerns regarding the novel coronavirus pandemic\, the program will only be available online. He was the guest speaker for the Dole Institute Student Advisory Board program in Fall 2010 and was the Spring 2013 Dole Fellow. He is currently the Chairman of the Board of Directors at the Consilium Group and a professor at Virginia Commonwealth University. \nLeBon was the assistant administrator for Intergovernmental Affairs for the George W. Bush administration\, working with the White House\, Governors\, and local and state officials coordinating disaster relief\, economic development\, and financial assistance. She also served as Senior Counsel to the U.S. Senate Judiciary Committee. She was the Fall 2017 Dole Fellow and is currently a partner with the law firm Dunlap\, Bennett & Ludwig.

SUMMARY:A Powerful\, Prevailing Truth: Women in Politics a Century After Suffrage
DESCRIPTION:In the century since women gained the vote with the ratification of the 19th amendment\, the role of women in the political sphere has increased dramatically in some ways with little advancement in others. This panel of women elected officials will share their experiences as women in politics and the importance of women in public service and the political realm. \nDr. Barbara W. Ballard is the Senior Associate Director at the Robert J. Dole Institute of Politics\, University of Kansas and has served as an Associate Vice Chancellor for Student Affairs\, Associate Dean for Student Life and the Director of the Emily Taylor Women’s Resource Center. Ballard also teaches for the School of Education and Department of Women’s Gender and Sexuality Studies. Ballard is a member of the Kansas Legislature. She was elected to the Kansas House of Representatives in 1992. Ballard serves on the House Leadership Team as the Democratic Caucus Chair and is the first African American to do so\, serving over fifteen years. She is a past President of the National Black Caucus of State Legislators and is the President of the NBCSL Foundation. Ballard is a past officer of the National Organization of Black Elected Legislative Women. \nRepresentative Susan Concannon is serving her 4th term in the Kansas State House of Representatives\, where she serves on Appropriations\, Taxation and Chairman of Children and Seniors Committee. She also serves on the Bob Bethel KanCare Oversight Committee\, which is charged with overseeing the state’s Medicaid managed care system. Concannon is a graduate of Bethany College with a Bachelor of Arts degree in Psychology. She is also an alum of Leadership Mitchell County and Kansas Agriculture and Rural Leadership. Since moving with her husband to Beloit in 1987\, Concannon has dedicated much of her time to community service in the Beloit area. Prior to her election to the legislature\, she helped start the Mitchell County Regional Medical Foundation and served as the Executive Director. \nVicki Schmidt is the current Kansas Insurance Commissioner. Previously\, she spent 40 years serving Kansans as a pharmacist\, oftentimes speaking out against flaws in healthcare and Medicaid. Schmidt was then elected to public office\, serving as the Chair of the Senate Public Health and Welfare Committee. As a state senator\, she actively worked on insurance-related issues that faced families who had children with autism. Schmidt graduated from KU’s School of Pharmacy. \nRepresentative Ponka-We Victors has served in the Kansas House of Representatives since 2010 and represents the 103rd district of Wichita\, Kansas. She is the first Native American woman to serve in the Kansas Legislature and is the daughter of Juan and Sandra Victors\, both alumni of Haskell Indian Nations University. Victors is a member of the Tohono O’odham Nation of Arizona and Ponca tribe of Oklahoma. She holds a Master’s Degree in Public Administration from Wichita State University and a Bachelor’s Degree in Biology from Newman University. \nThis event is co-sponsored by the Political Science Department of KU.
