SUMMARY:Previewing the Midterm Elections
DESCRIPTION:Ahead of this year’s Midterm Elections\, journalists Kirk Bado (National Journal) and Jacob Rubashkin (Inside Elections) join Dole Fellow Dr. Colleen Shogan to discuss the forces shaping this year’s campaign. \n  \n\n  \n  \nDr. Colleen Shogan served as the 11th Archivist of the United States – the first woman to be nominated by the President and confirmed by the U.S. Senate to lead the National Archives and Records Administration (NARA). She currently serves as a senior fellow at More Perfect and CEO of In Pursuit\, an ambitious history-based nonpartisan civics initiative that is identifying the most insightful and timeless lessons from the past 250 years of American history. She also currently serves as a Senior Practitioner Fellow at the Miller Center at the University of Virginia. Shogan was recognized at the Dole Institute’s Elizabeth Dole Women in Leadership Lecture in early 2026. \nKirk Bado is the editorial force behind National Journal’s campaign coverage. He directs campaign coverage\, edits National Journal’s twice daily political newsletters\, and leads a team of correspondents covering the day-to-day political news from races all over the country. Kirk is a graduate of Shawnee Mission Northwest High School before he received his Bachelors of Science in Politics and Public Law from Belmont University and a Masters in Mass Communication from the University of North Carolina. \nJacob Rubashkin is the deputy editor of Inside Elections\, which provides nonpartisan analysis of campaigns for Senate\, House\, governor and president. He’s also co-host of The Inside Elections Podcast and was previously a contributor to elections site FiveThirtyEight. Jacob has appeared on CNN\, MS Now\, Fox\, C-SPAN’s Washington Journal\, the BBC\, and other TV networks around the country and globe. Hill\, executive vice president of the Bipartisan Policy Center’s Energy Program\, and Adam Cowie-Haskell\, senior policy analyst for the BPC’s Energy Program\, for a discussion on the A.I. boom’s impact on energy\, and the bipartisan solutions being found around the country. \n  \n\n  \n     \nThis program is presented in partnership with the Bipartisan Policy Center and the Lawrence Chamber of Commerce \n  \n\n  \nDavid R. Hill is the executive vice president of the Bipartisan Policy Center’s Energy Program in Washington\, DC. He also currently serves as vice chairman of the board of directors of the New York Independent System Operator\, Inc. Hill’s prior positions include general counsel of the U.S. Department of Energy under then-President George W. Bush; partner and co-head of the energy practice at Sidley Austin LLP in Washington\, DC; and executive vice president and general counsel of NRG Energy\, Inc. and NRG Yield\, Inc. Early in his career\, Hill was associate counsel to the U.S. House Committee on Agriculture. Hill received his Bachelor of Science degree in agricultural journalism from the University of Missouri\, and his J.D. from the Northwestern University School of Law. \nAdam Cowie-Haskell is a senior policy analyst with the Energy Program\, bringing deep expertise in the electricity sector. He previously spent a summer at Pattern Energy working with the distributed generation and merchant transmission regulatory team. He has held several full-time roles\, including at Solstice\, where he focused on formalizing partnerships with distributed solar developers to bring benefits to low-income populations. He also worked at CIC Health\, an early pandemic start-up that provided widespread COVID-19 surveillance testing to schools\, hospitals\, and communities in New England. Cowie-Haskell received his master’s degree in energy economics and policy from Duke University’s Nicholas School of the Environment. He earned a Bachelor of Arts in economics and a certificate in English from Wesleyan University.

DESCRIPTION:New York Times bestselling author\, and former chair of the Federal Deposit Insurance Corporation Sheila Bair will sit for a moderated conversation with Dole Institute director Audrey Coleman. Bair has authored numerous children’s books on financial basics\, including her most recent book\, How Not to Lose a Million Dollars. She’s also an alum of Senator Bob Dole’s office\, working as counsel to Dole in the 1980s. A KU alumna\, Bair received one of the University of Kansas’s inaugural honorary degrees for her contributions to financial policy. \n  \n\n  \n \nThis program is presented in partnership with KU Alumni \n  \n\n  \nAbout Sheila Bair\nOnce named by Time Magazine as “the little guy’s protector in chief\,” Sheila Bair is a passionate advocate for strong consumer protections in financial services and educating the public on financial basics\, starting at an early age. She is the author of Albert Whitman’s Money Tales picture book series\, which includes Rock\, Brock and the Savings Shock (2006)\, Isabel’s Car Wash (2008). Princess Persephone Loses the Castle (2021)\, Billy the Borrowing Blue-Footed Booby (2021) Shark Scam (2022) and Princess Persephone’s Dragon Ride Stand (2022). She also authored a book about the financial crisis for young adults\, Bullies of Wall Street (Simon & Schuster\, 2015). She has received awards from the Association of Educational Publishers (AEP)\, the Council on Economic Education (CEE)\, the JumpStart Coalition\, and Institute for Financial Literacy for her educational writings. \nMs. Bair has had a long and distinguished career in government\, academia\, and finance. She is perhaps best known as Chair of the Federal Deposit Insurance Corporation (FDIC) from 2006 to 2011\, when she steered the agency through the worst financial crisis since the Great Depression. For her leadership of the FDIC\, she received the JFK Library’s Profiles in Courage Award and was twice named by Forbes Magazine as the second most powerful woman in the world. A former finance professor and college president\, Ms. Bair has been nationally recognized for her innovative initiatives to make college more accessible and affordable. She is a frequent commentator and op-ed contributor on financial regulation and the student debt crisis\, as well as author of Bull by the Horns (Simon & Schuster\, 2012) her memoir of the financial crisis\, which made the New York Times\, Wall Street Journal\, and Washington Post bestseller lists. \nShe is a trustee of Economists for Peace and Security\, a group composed of some of the world’s most renowned economists and public servants dedicated to peace and world prosperity; a founding director of the Volcker Alliance\, established by Former Federal Reserve Board Chair Paul Volcker to build trust in government\, and the founding chair of the Systemic Risk Council\, which monitors and advocates for reforms to promote financial stability. She also serves as a board member or advisor to a number of public companies.

SUMMARY:Jomini and the Foundations of Modern War
DESCRIPTION:Antoine-Henri Jomini was a foundational 19th-century military theorist whose approach to warfare sought to define universal principles of strategy and tactics. His emphasis on geometric concepts like interior lines of operation\, massing combat power at decisive points\, and the critical importance of logistics remains highly relevant today. In the contemporary security environment\, Jomini’s structured principles continue to underpin modern military planning\, joint doctrine\, and multi-domain operations by providing a framework for organizing complex campaigns. Ultimately\, while the character of war has evolved with advanced technologies\, Jomini’s enduring focus on objective analysis and the concentration of force continues to shape how modern militaries conceptualize and execute military operations across multi domain operations. \n  \n\n  \nDr. Sean N. Kalic is a Cold War historian. He lectures and publishes widely on topics such as U.S. space policy\, the Cold War\, the post-Cold War security environment\, and transnational terrorism. Prior to CGSC\, he taught at Youngstown State University\, Kansas State University\, and Norwich University. He has presented lectures for the U.S. Navy War College’s Fleet Seminar Program\, The Slovenian General Staff\, The Slovenian Command and General Staff College\, The U.S. Army’s Futures Command\, as well as numerous international conferences. He has taught in the Department of Military History at the US Army Command and General Staff College since 2004. \nThe Ft. Leavenworth Series is an annual roster of lectures focusing on significant historical events\, usually with an emphasis on military history. Each lecture is presented by faculty from the United States Army Command and General Staff College in Ft. Leavenworth\, Kansas. Established by General William Tecumseh Sherman in 1881\, the CGSC is the graduate college for U.S. Army and sister service officers. DESCRIPTION:In this edition of The Counselors\, attorneys and Dole Institute Visiting Fellows Ed Duckers and Pedro Irigonegaray will resolve whether cities should impose rent control to create affordable housing. He is a past chair of Stoel Rives’ Food and Agribusiness Industry Team. Ed will be leading the argument for the negative. \nPedro Irigonegaray is an attorney and partner at Irigonegaray\, Turney\, & Revenaugh. A trial lawyer since 1973\, Pedro is a former President of The Kansas Trial Lawyers Association\, a Fellow in The American College of Trial Lawyers and a Fellow in The International Academy of Trial Lawyers. David McKinley (R-WV)\, and on the Congressional campaign of Evan Jenkins (R-WV). In the U.S. House of Representatives\, Jezierski worked for Rep. Pete Olson (R-TX) and the House Science\, Space\, and Technology Committee. He also served in the George W. Bush administration at the White House Office of Presidential Personnel\, and at NASA. Jezierski worked on Mitt Romney’s 2008 and 2012 campaigns\, and at DCI Group.

SUMMARY:Neptune and Mars: Napoleonic Maritime Strategy\, 1803-1807
DESCRIPTION:This lecture addresses the maritime strategy of both Great Britain and France as war resumed between these two powers\, principally at sea\, in 1803. The lecture is at the strategic\, and sometimes operational\, level and traces both empires as they used the sea as a medium to gain advantage over each other. Strategies of blockade\, guerre d’ecadre (fleet engagements)\, and guerre de course (commerce raiding) will be examined and applied to the period. Eventually\, the struggle between land power and sea power\, especially after the British confirmed their maritime dominance after the Battle of Trafalgar\, led to Napoleon’s adoption of the Continental System. This strategy aimed to deny Britain its most lucrative markets as well as its access to raw materials to feed the nascent industrial revolution taking place inside the British Isles. It also led to Napoleon’s most critical strategic errors and contributed to his eventual downfall. \n  \n\n  \nDr. John T. Kuehn is a Professor of Military History at the U.S. Army Command and General Staff College (CGSC). He is a Major General William Stofft Professor Emeritus and served as Fleet Admiral Ernest King Visiting Professor of Maritime History at the Naval War College from 2020-2021. He retired from the U.S. Navy in 2004 at the rank of commander after 23 years\, serving as a naval flight officer (NFO) flying land and carrier-based aircraft. \nThe Ft. Leavenworth Series is an annual roster of lectures focusing on significant historical events\, usually with an emphasis on military history. Each lecture is presented by faculty from the United States Army Command and General Staff College in Ft. Leavenworth\, Kansas.
