SUMMARY:Fort Leavenworth: Ethan Rafuse: “Hybrid War in the Shenandoah in 1864”
DESCRIPTION:Defense analysts have identified the emergence of “hybrid warfare” as a compelling threat to American national security and declared it one of the more notable developments of the first decade of the 21st century. Of course\, while the label may be new\, hybrid warfare is not new in the human experience. This talk will discuss Union operations in the Shenandoah Valley in 1864\, using it as a case study of a specific campaign in the Civil War where both conventional and unconventional operations were significant factors. It examines Sheridan’s efforts\, the particular dynamics and challenges he confronted\, and the factors that enabled him to prevail. \n

DESCRIPTION:In June 1965\, Kansan Kathleen Johnson received word that her husband\, U.S. Army Major Bruce Johnson was missing. \nFor four years\, she waited—then\, she sought answers for her three young children. This is her story of love\, loss\, waiting – and action. \nKathleen Johnson of Salina\, Kansas was a founding member of the National League of Families of Prisoners and Missing in Southeast Asia. These brave military wives from across the country spoke out\, against government policy\, to seek recognition\, answers\, and accounting for their prisoner of war (POW) and missing in action (MIA) husbands during Vietnam. Some national leaders\, including Senator Bob Dole\, became fervent advocates for them in the halls of the U.S. government. \nThis special exhibit is made possible by ITC Great Plains. \n

SUMMARY:From Dependents to Interdependence: The Army Officer's Wife Ideal and the Making of Army Family Policy
DESCRIPTION:Historian Mary McMurray will contextualize the activism of POW/MIA wives with the changing roles and expectations of the Army wife in the 20th century. Using military guidebooks and other sources directed at military spouses\, Mary places Army spouses at the center of systemic changes in the Army. Her presentation\, followed by audience Q&A\, will cover the period from the beginning of World War II\, with the old saying\, “if the Army wanted you to have a wife\, they would have issued you one\,” to 1983\, with the release of the Army Family White Paper that called for policies and practices to support the interdependence of families and the military. \nMary McMurray is the Director of the Johnson County Museum\, which just earned national accreditation from the American Alliance of Museums. Mary holds degrees in history from MU (Bachelors)\, UMKC (Masters)\, and KU (Doctorate). She is passionate about civic engagement and using lessons from the past to inspire\, empower\, and embolden people to make a brighter future. SUMMARY:Russia’s special military operation in Ukraine: planning\, operations\, and prospects
DESCRIPTION:On February 24\, 2022\, Russia began a war on Ukraine\, unleashing brutality on the European continent not seen since 1945. On June 28\, two scholars of war; Kevin Benson\, Ph.D.\, Colonel\, US Army (ret)\, and Prof. Chris Marsh\, Ph.D.\, Joint Special Operations University\, will assess the Russia-Ukraine war to date and offer their projections on how the war will progress. \nKevin Benson graduated from West Point in 1977 and served in the US Army for 30 years\, retiring in the rank of colonel. He commanded soldiers\, served as the lead planner for the 2003 invasion of Iraq\, and concluded his career as the Director of the School of Advanced Military Studies at Fort Leavenworth\, KS. He earned a PhD in American history from KU in 2011 and was also a Dole Fellow in 2011. \nDr. Marsh is Director of the Department of Strategic Research & Analysis at the Joint Special Operations University (JSOU)\, USSOCOM. He also serves as editor of the Special Operations Journal. Prior to joining JSOU\, Marsh taught at the U.S. Army School of Advanced Military Studies (SAMS) and Baylor University. He was also an intelligence analyst at the U.S. Air Force Special Operations Command. Dr. Marsh is an expert on irregular warfare and Russian & East European studies\, having lived and conducted research throughout the region for over 25 years. SUMMARY:Tony R. “Randy” Mullis\, PhD | Bleeding Kansas and British Kaffraria in the 1850s
DESCRIPTION:Many Kansans are familiar with the Bleeding Kansas era of American history in context of American westward expansion. Few\, however\, may know of a comparable event of British eastward expansion that occurred in modern day South Africa (British Kaffraria) during the 1850s.  Dr. Mullis’s presentation assesses select American and British political and military approaches to expansion during the 1850s to identify “common” Western strategic approaches and legacies. \nDr. Mullis is currently a professor of military history at the Redstone Arsenal satellite campus of the US Army Command and General Staff College.  He received his PhD in History from the University of Kansas and is the author of Peacekeeping on the Plains: Army Operations in Bleeding Kansas. \nPlease note this program is Virtual only

DESCRIPTION:Victory At Sea was one of the most celebrated television programs of its day when it was first aired on NBC beginning in 1952 and almost weekly for 26 episodes until May of 1953. Dr. Kuehn discusses its importance not only as a documentary of naval operations at World War II\, but as a reflection of the United States need for a unifying narrative of victory for the protracted conflict that the Cold War had become and promised to continue being.

SUMMARY:Fort Leavenworth: Angela Riotto and Derek Mallett: “Prisoners of War as Military Intelligence in the Civil War and World War 2"
DESCRIPTION:During the Second World War\, the US military interrogated over 3\,000 German Prisoners of War at a secret facility at Fort Hunt\, Virginia. These interrogations offer fascinating perspectives of the German situation in the final year of the war and allow us to evaluate how well American authorities knew its enemy at the time. \nDerek Mallett is currently an associate professor in the Department of Military History at the US Army Command and General Staff College\, Fort Belvoir\, Virginia satellite campus. His research interests include the Second World War\, prisoners of war\, military intelligence\, war and public memory\, and national security. \nAngela Riotto received her Ph.D. from the University of Akron. Her research examines the ways in which both U.S. and Confederate former prisoners of war discussed their captivity between 1861 and 1930. She currently teaches with the Department of Military History at the U.S. Army Command and General Staff College as an Assistant Professor.

DESCRIPTION:  \nOn display from September 6 – September 11\, 2022 \nThe Dole Institute will display a special poster exhibition in Simons Media Room from September 6 through September 11\, for the occasion of the 21st anniversary of the September 11 attacks. Entitled “September 11\, 2001: The Day that Changed the World\,” the exhibit reviews the events of the day\, highlights personal experiences\, and invites reflection. It was developed by the 9/11 Memorial Museum with support from the National Endowment for the Humanities. \nIn Hansen Hall\, visitors can also view two original beams from World Trade Center Tower One\, a permanent memorial at the Institute. The two columns were salvaged and presented to the Dole Institute by Mayor Michael Bloomberg\, in appreciation of Senator Bob Dole’s work with Former President Bill Clinton on the Families of Freedom Scholarship Fund for the children of 9/11 victims. \nMuseum open Tuesday – Sunday 12 p.m. – 4 p.m.

Seib is a graduate of the University of Kansas and was a journalist with The Wall Street Journal for almost 45 years. He served as the Journal’s Executive Washington Editor and wrote the weekly “Capital Journal” column for 29 years. He has also reported from the Middle East for the Journal in the mid-1980s\, covered the White House\, moderated three presidential debates\, and interviewed every president since Ronald Reagan. \nSeib’s series on the 2022 midterm election will feature national pollsters as well as prominent politicos and journalists. DESCRIPTION:The Dole Institute of Politics will honor Juan Manuel Santos\, former President of Colombia with the 2022 Dole Leadership Prize. \nThe Dole Leadership Prize is a bipartisan award presented annually to an individual who demonstrates the importance of involvement in political and civic affairs. Santos was identified for recognition by the late Senator Bob Dole in honor of his successful efforts to bring peace to Colombia. \n“We are honored to welcome President Santos back to the Dole Institute to present him with the 2022 Dole Leadership Prize\,” said Dole Institute director Audrey Coleman. The President’s 2012 visit marked the first time the Dole Institute hosted a sitting head of state. \nSantos graduated from the University of Kansas with a degree in Economics and Administration and completed post-graduate studies at the London School of Economics and Harvard University. \nHe served two terms as President of Colombia from 2010-2018\, with one of the cornerstones of his administration being his work on a peace process with FARC\, the Colombian guerilla organization. As a result of his commitment to achieve peace in Colombia\, he was the sole recipient of the Nobel Peace Prize in 2016 for “his resolute efforts to bring the country’s more than 50-year-long civil war to an end\,” according to the Norwegian Nobel Committee. \nThe program will take place at the Dole Institute of Politics at 7 p.m. on September 20. A book sale and signing will take place after the program. Attendees can purchase the English translation of Santos’ book\, The Battle for Peace: The Long Road to Ending a War with the World’s Oldest Guerrilla Army\, published by the University Press of Kansas.

He is chair of the firm’s Supreme Court and appellate litigation practice and managing partner of the Washington office. Kannon is widely recognized as one of the nation’s top appellate litigators. He has argued 34 cases before the Supreme Court. In all\, he has argued over 100 appeals in courts across the country including arguments in all thirteen federal courts of appeals in numerous state courts. Prior to private practice\, Kannon served as an Assistant to the Solicitor General at the U.S. Department of Justice. He also served as a law clerk to Supreme Court Justice Antonin Scalia and to Judge J. Michael Luttig of the U.S. Court of Appeals for the Fourth Circuit. \nPaul Davis \nPaul Davis is a graduate of the University of Kansas and the Washburn University School of Law. He practices law with the Paul Davis Law Firm\, LLC here in Lawrence and with the Topeka law firm of Frieden & Forbes\, LLP.  Davis is a lifelong resident of Lawrence and served in the Kansas House of Representatives from 2003-2015. He served as the House Minority Leader from 2009-2015\, where he developed a reputation for building bi-partisan coalitions on numerous issues. In 2014\, Davis was the Democratic candidate for Kansas Governor where he was endorsed by over 100 current and former Republican elected officials. Davis ran for the United States Congress in 2018 where he lost by less than one percent in a district that President Trump carried by 19 points in 2016. Davis has been involved in numerous local\, statewide\, and national organizations\, and currently serves as the Co-Chair of Economic Lifelines\, which is a statewide transportation advocacy organization. \nRyan Kriegshauser  \nRyan Kriegshauser is a partner at the Kriegshauser Ney Law Group. Mr. Kriegshauser has been involved in numerous Kansas election law\, campaign finance\, and high-profile constitutional cases. Previously\, Mr. Kriegshauser served as General Counsel at the Office of the Kansas Securities Commissioner and\, prior\, served as the Deputy Assistant Secretary of State for the Office of Legal Counsel and Policy in Kansas. Before entering public service\, Mr. Kriegshauser practiced law in Kansas City\, primarily focusing in the areas of complex commercial litigation\, securities\, and constitutional rights. Mr. Kriegshauser has written scholarly articles on property rights and taught continuing legal education in Kansas.  Mr. Kriegshauser spent two years working in Washington\, DC\, both on and off Capitol Hill. He holds a B.A. and a J.D.\, graduating from Georgetown University and the University of Missouri at Kansas City. Mr. Kriegshauser also currently serves in the Navy Reserve as a Lieutenant Commander. \nLumen Mulligan (Moderator) \nEarl B. Shurtz Research Professor of Law University of Kansas School of Law \nLumen “Lou” Mulligan joined the KU Law faculty in 2010\, where he teaches predominantly civil litigation courses. In the ensuing years\, KU Law students have recognized Lumen for his teaching several times\, including awarding him the Dean Frederick J. Moreau teaching and mentoring award\, selecting him to serve as their graduation hooder\, and as their commencement marshal. He was named as an Earl B. Shurtz Research Professor in 2019. \nLumen has authored or co-authored four books and treatises on jurisdiction and procedure. He publishes in prominent legal journals as well\, including articles in the Michigan\, NYU\, Northwestern University\, Washington University\, UCLA\, and Vanderbilt Law Reviews.  State and federal courts at all levels cite Lumen’s scholarship regularly.  He served as a visiting professor at the University of Aberdeen\, Scotland in 2014. \nLumen oversees KU Law’s Medical-Legal Partnerships\, which aid low-income clients and provide law students with field placement experiences\, at both Lawrence Memorial Hospital and the KU Hospital in Kansas City.  He formerly served as the director of the Shook\, Hardy & Bacon Center for Excellence in     Advocacy. He also served as associate dean for faculty from 2016 to 2019. \nIn addition to his duties at KU Law\, Lumen served\, or continues to serve\, on the Kansas Judicial Council – Civil Rules Advisory Committee\, the executive committee of the appellate section of the Kansas Bar Association\, the U.S. Tenth Circuit Court of Appeal Criminal Justice Act Panel\, the board of directors for      Kansas Legal Services\, and the Kansas Court of Appeals Mediation Study committee. SUMMARY:Fort Leavenworth: Gates Brown: “Implications of the Korean War on US Policy”
DESCRIPTION:The Korean War\, often described as the Forgotten War\, was foundational to the creation of the national defense posture that the United States maintained throughout the Cold War. After World War II\, the Truman administration quickly demobilized much of the U.S. military in an effort to return to normalcy and get the United States economy on a peacetime footing. This was similar to previous post-war periods in the United States\, where the large military force quickly returned to its peacetime form\, which was a fraction of the wartime size. This talk will discuss the implications of the Korean War both domestically and internationally. To meet this conflict\, the Truman administration restarted conscription to meet the force needs to fight the war and imposed domestic economic controls\, although to a lesser degree than those used in World War II. Internationally\, the Korean War served as a catalyst for the increase of the US military contribution to the recently created North Atlantic Treaty Organization. It also established the military character of the Cold War\, that the main kinetic aspects of the conflict between the Soviet Union and the United States would be in proxy wars while the nuclear deterrent maintained a tense status quo between the U.S. and the Soviet Union. \nGates Brown is currently an associate professor in the Department of Military History at the U.S. Army Command and General Staff College. He received his PhD from the University of Kansas. His research interests include the early Cold War and the evolution of U.S. nuclear strategy in the late 1940s and 1950s.

SUMMARY:A New Cold War? America\, China\, and Russia after the Ukraine War
DESCRIPTION:Join us at the Dole Institute to hear Professors Ross and Zhang discuss the future of geopolitics after Russia’s invasion of Ukraine. Is a long-term alignment between Russia and China now inevitable? Is the U.S.-dominated liberal international order giving away to a U.S.-China bipolar order? Should the U.S. work with allies to contain China in the same way it has been doing with sanctions on Russia? What are Ukraine’s lessons for Taiwan?  \nRobert S. Ross is Professor of Political Science at Boston College and Associate\, John King Fairbank Center for East Asian Research\, Harvard University.  He has been a Visiting Scholar at the Institute for Security Studies\, Peking University\, a Fulbright Professor at the Chinese Foreign Affairs College\, and a Visiting Senior Fellow at the Institute of International Strategic Studies\, Qinghua University. He is a member of the Council on Foreign Relations and the National Committee for U.S.-China Relations. \nJack Zhang is an Assistant Professor of Political Science at the University of Kansas and Director of KU’s Trade War Lab. Dr. Zhang has been the recipient of various grants and awards\, including a Fulbright U.S. Student Grant\, the Minerva Research Initiative DECUR Partnership\, the Smith Richardson Foundation World Politics and Statecraft Fellowship\, and the University of California Institute on Global Conflict and Cooperation Herb York Dissertation Fellowship. \nThe Robert J. SUMMARY:Fort Leavenworth: Sean Kalic: “Espionage during the Cold War”
DESCRIPTION:For the duration of the Cold War and even in the aftermath\, spies and tales of espionage have captivated the imagination. The fact that the western press occasionally found a “true” story and published its exploits only further fueled the fasciation of the clandestine exploits of the spies on both sides of the Cold War. This public fascination with the “war in the shadows” did not wither as did the Cold War itself. In fact\, as the archives of the former Soviet Union opened and the Central Intelligence Agency (CIA) declassified volumes of documents from their Cold War operations\, the public finally got a look behind the people\, operations\, and structure of some of the intelligence operations associated with the Cold War. \nDr. Sean N. Kalic is a Professor in the Department of Military at the US Army Command and General Staff College\, where he has taught since 2004.  He had published widely and written books on Al Qaeda\, the militarization of space\, The Russian Revolution\, and Cold War espionage.

DESCRIPTION:On November 10\, the Dole Institute of Politics will once again host “The Counselors\,” an engaging series featuring two advocates arguing either side of an important national issue. In a cross between a courtroom trial and a debate\, the two counselors will present their opposing arguments and call two expert witnesses each to help build their case. \nFocusing on criminal justice reform\, the debate topic for our November program is “Resolved: Felons should be allowed to vote after completing their sentence.” \nThe program will feature the return of Edward C. Duckers\, partner at Stoel Rives LLP and head of the firm’s Litigation Practice\, and Pedro L. Irigonegaray\, attorney and partner at Irigonegaray\, Turney\, & Revenaugh. \nThere will also be four expert witnesses. Amy Fettig is the Executive Director at The Sentencing Project. Neil Volz is the Deputy Director of the Florida Rights Restoration Coalition. Michael A. Smith is a Professor of Political Science and Chair of Social Sciences at Emporia State University. Stephen McAllister is E.S. & Tom W. Hampton Distinguished Professor of Law at the University of Kansas School of Law and former U.S. Attorney for the District of Kansas. \nThe Counselors series is made possible through a grant from the Koch Family Foundation.

SUMMARY:Service Above Self: Women Veterans in American Politics
DESCRIPTION:Erika Cornelius Smith will discuss her book\, “Service above Self: Women Veterans in American Politics\,” which tells the stories of women who served in or adjacent to the U.S. military and how they translated those experiences into elected office. The book is the first analysis of how women transitioned from national defense to public service–and what they did when they got to Washington\, D.C. \nErika Cornelius Smith is Director of Alumni Relations at Marietta College. Previously\, she held an appointment as Associate Professor of International Business and Political Science. She holds a Bachelor of Arts in philosophy and political science from Millikin University\, a Master of Arts in political science from Eastern Illinois University\, and a Ph.D. in history and certificate of advanced study in women’s\, gender\, and sexuality studies from Purdue University. \nA book sale and signing will follow the presentation.  \nThe Robert J. SUMMARY:Fort Leavenworth: Nate Jennings: “Countering Diverse Threats in the Republic of Texas”
DESCRIPTION:From 1836 to 1845\, after gaining independence at the Battle of San Jacinto\, the Republic of Texas faced nearly insurmountable security dilemmas as it struggled to both protect and aggrandize territory across the lower Great Plains. While this included constant warfare against a variety of American Indian tribes that excelled in mobile raiding along expansive frontiers\, it also featured conventional military threats from a much more powerful and vengeful Mexico to the south. \nLTC Nathan Jennings is a US Army officer and Assistant Professor at the US Army Command and General Staff College. He is a graduate of the School of Advanced Military Studies and holds a PhD in History from the University of Kent.

SUMMARY:Evolution of the Modern First Lady - How We Got from Lady Washington to Dr. Biden
DESCRIPTION:Since George Washington made it clear that Martha was his partner in the presidency by providing her with her own schedule of meetings and having her serve as hostess and surrogate\, first ladies have each defined the role as it best suited their backgrounds\, personalities\, the times\, and their husbands’ views of the role. Some duties\, however\, remain the same since Martha and contribute to the informal or “soft” power of the first lady. This program looks at the position from the perspective of two individuals who worked for first ladies and who study them. \nModerated by Diana Carlin\, featuring Michel LaRosa and Anita McBride.  \nAnita McBride currently serves as Executive-in-Residence at the School of Public Affairs at American University\, where she directs programming on the historical influence of America’s first ladies. She is a co-founder of the First Ladies Association for Research and Education (FLARE) and has co-authored a forthcoming textbook on the legacies of U.S. first ladies. McBride’s public service spans more than 30 years during three presidential administrations\, culminating as Chief of Staff to First Lady Laura Bush. She also serves on a number of boards and councils\, including the White House Historical Association; is the recipient of many awards and commendations; and is a frequent speaker\, print source contributor and news commentator on the operations and history of the White House and its occupants. \nMichael LaRosa served as Press Secretary to First Lady Jill Biden and Special Assistant to President Joseph R. Biden. Michael planned all media/press strategy and was the chief advocate for the needs of the traveling press corps on the First Lady’s historic surprise visit to a war zone in western Ukraine and her events at the NATO\, G-7\, and G-20 Summits and the Summit of the Americas. He traveled with the First Lady to over 75 cities\, 40 states\, and 18 countries. He is currently director at Penta (formerly Hamilton Place Strategies)\, where he provides strategic communications counsel to clients based on his over 15 years of experience working at the intersection of media\, government\, and politics. Michael is also an ABC News Political Contributor\, where he provides analysis of Congress\, campaigns\, elections\, and news of the day on ABC News platforms. \nDiana B. Carlin is professor emerita of communication at Saint Louis University and a retired professor of communication studies at the University of Kansas\, where she taught a course on women in politics that included first ladies. In fall 2022\, she taught courses on first ladies at Saint Louis University and American University. She has authored book chapters on Martha Washington\, Lady Bird Johnson\, Barbara Bush\, Hillary Clinton\, and Michelle Obama\, and she is currently writing one of Julia Grant. She is the co-author of the first textbook on first ladies\, U.S. First Ladies: Making History and Leaving Legacies due for publication later in 2023. She is a founding member of the First Ladies Association for Research and Education (FLARE). \nThe Robert J. Some duties\, however\, remain the same since Martha and contribute to the informal or “soft” power of the first lady. This program looks at the position from the perspective of two individuals who worked for first ladies and who study them. \n \n  \nFirst Ladies and Power: Influential First Ladies You Might Not Know Much About\nFebruary 9\, 2023 | Featuring Rebecca Roberts\, Katherine Sibley\, and Teri Finneman \nAnyone asked to list the top first ladies usually draws on their own experience studying or knowing about the women during their lifetimes. A few first ladies were far more powerful than history classes typically reveal. This program centers on three of those women: Sarah Polk\, Florence Harding\, and Edith Wilson and the power they wielded\, each in her own way. \n \n  \nFirst Ladies\, Women’s Rights and Suffrage\nMarch 9\, 2023 | Featuring Nancy Kegan Smith and Stacy Cordery \nAbigail Adams was famous for her letter to John urging him to “remember the ladies” as a new country and government were developed. John and most of his successors ignored that plea until the early 20th century. This program looks at the women who supported women’s rights\, those who could have supported but chose not to\, and those who did not see a need for women to have the vote or hold political office and why they approached the issue of women’s rights as they did. \n \n  \nFirst Ladies\, the ERA and Beyond\nMarch 23\, 2023 | Moderated by Director Audrey Coleman\, and featuring Bob Bostock and Diana Carlin \nWhile the ERA did not pass\, three first ladies—Pat Nixon\, Betty Ford\, and Rosalynn Carter all supported the amendment. These women also supported other women’s issues as did several of their successors. This program explores some of the little-known efforts of first ladies to move women’s rights forward. \n \n  \n10 Defining Moments in the History of the American First Lady\, 1900-2023\nOctober 19\, 2023 | Featuring Myra Gutin \nThe history of the American First Lady has seen a number of defining moments\, incidents or challenges that are distinctive and leave a clear impression of the presidential spouse. Included in this presentation are discussions of Eleanor Roosevelt and Marian Anderson (1936); Jacqueline Kennedy’s Tour of the White House (1962); Betty Ford and Breast Cancer (1974)\, Hillary Clinton’s decision to run for the U.S. Senate (1999) and Michelle Obama becoming the first African-American first lady (2008).
