SUMMARY:A Question of Respect: Bringing Us Together in a Deeply Divided Nation
DESCRIPTION:Celinda Lake\, a Democrat\, and Ed Goeas\, a Republican\, have been crossing party lines for more than three decades to produce the Battleground Poll that takes a bipartisan look at America and its politics. Now they have co-authored a book that draws on what they have learned to describe how America has reached its current\, deeply fractured political condition and\, more importantly\, how the country might move beyond it. These two leading political practitioners will be at the Dole Institute to discuss their work\, including their central argument that the only way to escape the current polarization is through mutual respect. \nJerry Seib has been a journalist with The Wall Street Journal for almost 45 years. He served as the Journal’s Executive Washington Editor and wrote the weekly “Capital Journal” column for 29 years. He also reported from the Middle East for the Journal in the mid-1980s\, covered the White House\, has moderated three presidential debates\, and interviewed every president since Ronald Reagan. \nCelinda Lake was one of two main pollsters for the Biden campaign\, is the only Democratic pollster to play a major role in defeating two incumbent presidents\, and is a prominent pollster and political strategist for progressives. Celinda currently serves as President of Lake Research Partners. Lake’s polling and strategic advice has helped candidates such as Representative Alexandria Ocasio-Cortez to groundbreaking wins. Lake co-authored the book What Women Really Want with Republican pollster Kellyanne Conway. \nEd Goeas was President and C.E.O. of The Tarrance Group for thirty-five years\, one of the most respected and successful Republican survey research and strategy teams in American politics today. Widely recognized as one of the country’s leading political strategists\, Goeas is an often-sought-after consultant and strategist. DESCRIPTION:The history of the American First Lady has seen a number of defining moments\, incidents or challenges that are distinctive and leave a clear impression of the presidential spouse. Included in this presentation are discussions of Eleanor Roosevelt and Marian Anderson (1936); Jacqueline Kennedy’s Tour of the White House (1962); Betty Ford and Breast Cancer (1974)\, Hillary Clinton’s decision to run for the U.S. Senate (1999) and Michelle Obama becoming the first African-American first lady (2008). \nMyra G. Gutin is professor emerita of communication at Rider University\, Lawrenceville\, NJ. For the past 40 years\, her research has focused on American first ladies. She is the author of The President’s Partner: The First Lady in the Twentieth Century and Barbara Bush: Presidential Matriarch. She has authored book chapters\, articles\, and op. eds. about first ladies and is currently at work on a biography of Betty Ford. A frequent media commentator\, she is the president of FLARE\, the First Ladies Association for Research and Education. \nDiana B. Carlin is professor emerita of communication at Saint Louis University and a retired professor of communication studies at the University of Kansas where she taught a course on women in politics that included first ladies. She has authored book chapters on Martha Washington\, Lady Bird Johnson\, Barbara Bush\, Hillary Clinton\, and Michelle Obama. She is the co-author of the first-ever textbook on first ladies\, U.S. First Ladies: Making History and Leaving Legacies\, which was just released for publication. Her research is centered on examining the relationships between media consumers and media personae\, including how fans are influenced by the behavior of celebrities. SUMMARY:The 2023 Annual Constitution Day Program: "Speech\, Guns\, and Federal Power"
DESCRIPTION:In recent years\, the U.S. Supreme Court has reshaped key aspects of American law\, including First Amendment speech protections\, firearms regulation under the Second Amendment\, and the Executive Branch’s powers to implement laws. The Court appears poised to continue reshaping these fields in the coming term through a set of potentially transformative cases. In observation of Constitution Day\, Associate Director Dr. Barbara Ballard will lead a panel of emerging leaders in the legal profession – each of whom are former Dole Institute SAB members – to discuss these changes and how they see the profession evolving in the coming years. \nAdam Steinhilber is an attorney from Overland Park\, Kansas who recently finished clerking for the Honorable Timothy M. Tymkovich of the U.S. Court of Appeals for the Tenth Circuit. He previously clerked for the Honorable Mark S. Massa of the Indiana Supreme Court. He earned his J.D.\, magna cum laude\, from the University of Michigan Law School\, where he was elected to the Order of the Coif and chaired the Federalist Society’s 39th annual National Student Symposium. He earned his B.A. in Political Science with honors from the University of Kansas\, where he was elected to Phi Beta Kappa and proudly served as the Events Student Assistant at the Dole Institute of Politics. This fall\, he will join the Kansas City office of Bryan Cave Leighton Paisner LLP as a litigation associate. \nEmily Depew is a research attorney with the Kansas Court of Appeals. Emily hails from Neodesha\, Kansas. She graduated from the University of Kansas School of Law in 2023. At KU Law\, Emily was a three-time moot court national champion and was presented with one of the best speakers awards two years in a row at the moot court national championship competition. She worked as the Dole Institute Student Advisory Board coordinator for two years as an undergraduate at KU. Emily has also worked as a legislative fellow at the Kansas Revisor of Statutes office\, a legal intern at the U.S. Department of Transportation\, and a legal intern for Kansas Representative Barbara Ballard. \nJesse Burbank hails from Quinter\, Kansas\, and grew up moving around the world in a military family. He earned his bachelor’s degree with highest distinction in history and political science from the University of Kansas in 2017. He was a member of the Dole Institute Student Advisory Board\, and he served as Dole Institute Director Bill Lacy’s research assistant during his senior year. Jesse earned his law degree with honors from Harvard Law School in 2020\, where he was an editor of the Harvard International Law Journal. While in law school\, he served as a summer legal intern in the United States Supreme Court Office of Legal Counsel. He worked in private practice after law school at the law firm Sidley Austin LLP in Chicago before joining the U.S. Army JAG Corps in late 2022. DESCRIPTION:On display from September 5-17\, 2023 at the Dole Institute of Politics \nThe Dole Institute will have special hours on Monday\, September 11\, 2023. We will be open from 12 pm – 4 pm. \nThe Dole Institute of Politics will be displaying a special poster exhibit commemorating the anniversary of the September 11 attacks. “September 11: The Day that Changed the World” reviews the events of the day\, highlights personal experiences\, and invites reflections from all patrons. This exhibit was developed by the 9/11 Memorial Museum with support from the National Endowment for the Humanities. \nGuests can also view our permanent memorial in Hansen Hall\, featuring original beams from World Trade Center Tower One. These beams were salvaged and presented to the Dole Institute by Mayor Michael Bloomberg in appreciation for Senator Dole’s work with former President Bill Clinton to develop the Families of Freedom Scholarship Fund\, which helped fund the education for children of 9/11 victims.

SUMMARY:Fort Leavenworth: Nate Jennings: “Countering Diverse Threats in the Republic of Texas”
DESCRIPTION:From 1836 to 1845\, after gaining independence at the Battle of San Jacinto\, the Republic of Texas faced nearly insurmountable security dilemmas as it struggled to both protect and aggrandize territory across the lower Great Plains. While this included constant warfare against a variety of American Indian tribes that excelled in mobile raiding along expansive frontiers\, it also featured conventional military threats from a much more powerful and vengeful Mexico to the south. \nLTC Nathan Jennings is a US Army officer and Assistant Professor at the US Army Command and General Staff College. He is a graduate of the School of Advanced Military Studies and holds a PhD in History from the University of Kent.

SUMMARY:Fort Leavenworth: Sean Kalic: “Espionage during the Cold War”
DESCRIPTION:For the duration of the Cold War and even in the aftermath\, spies and tales of espionage have captivated the imagination. The fact that the western press occasionally found a “true” story and published its exploits only further fueled the fasciation of the clandestine exploits of the spies on both sides of the Cold War. This public fascination with the “war in the shadows” did not wither as did the Cold War itself. In fact\, as the archives of the former Soviet Union opened and the Central Intelligence Agency (CIA) declassified volumes of documents from their Cold War operations\, the public finally got a look behind the people\, operations\, and structure of some of the intelligence operations associated with the Cold War. \nDr. Sean N. Kalic is a Professor in the Department of Military at the US Army Command and General Staff College\, where he has taught since 2004.  He had published widely and written books on Al Qaeda\, the militarization of space\, The Russian Revolution\, and Cold War espionage.

SUMMARY:Fort Leavenworth: Gates Brown: “Implications of the Korean War on US Policy”
DESCRIPTION:The Korean War\, often described as the Forgotten War\, was foundational to the creation of the national defense posture that the United States maintained throughout the Cold War. After World War II\, the Truman administration quickly demobilized much of the U.S. military in an effort to return to normalcy and get the United States economy on a peacetime footing. This was similar to previous post-war periods in the United States\, where the large military force quickly returned to its peacetime form\, which was a fraction of the wartime size. This talk will discuss the implications of the Korean War both domestically and internationally. To meet this conflict\, the Truman administration restarted conscription to meet the force needs to fight the war and imposed domestic economic controls\, although to a lesser degree than those used in World War II. Internationally\, the Korean War served as a catalyst for the increase of the US military contribution to the recently created North Atlantic Treaty Organization. DESCRIPTION:The Dole Institute of Politics will honor Juan Manuel Santos\, former President of Colombia with the 2022 Dole Leadership Prize. \nThe Dole Leadership Prize is a bipartisan award presented annually to an individual who demonstrates the importance of involvement in political and civic affairs. Santos was identified for recognition by the late Senator Bob Dole in honor of his successful efforts to bring peace to Colombia. \n“We are honored to welcome President Santos back to the Dole Institute to present him with the 2022 Dole Leadership Prize\,” said Dole Institute director Audrey Coleman. The President’s 2012 visit marked the first time the Dole Institute hosted a sitting head of state. \nSantos graduated from the University of Kansas with a degree in Economics and Administration and completed post-graduate studies at the London School of Economics and Harvard University. \nHe served two terms as President of Colombia from 2010-2018\, with one of the cornerstones of his administration being his work on a peace process with FARC\, the Colombian guerilla organization. As a result of his commitment to achieve peace in Colombia\, he was the sole recipient of the Nobel Peace Prize in 2016 for “his resolute efforts to bring the country’s more than 50-year-long civil war to an end\,” according to the Norwegian Nobel Committee. \nThe program will take place at the Dole Institute of Politics at 7 p.m. on September 20. A book sale and signing will take place after the program. Attendees can purchase the English translation of Santos’ book\, The Battle for Peace: The Long Road to Ending a War with the World’s Oldest Guerrilla Army\, published by the University Press of Kansas.

These interrogations offer fascinating perspectives of the German situation in the final year of the war and allow us to evaluate how well American authorities knew its enemy at the time. \nDerek Mallett is currently an associate professor in the Department of Military History at the US Army Command and General Staff College\, Fort Belvoir\, Virginia satellite campus. His research interests include the Second World War\, prisoners of war\, military intelligence\, war and public memory\, and national security. \nAngela Riotto received her Ph.D. from the University of Akron. Her research examines the ways in which both U.S. and Confederate former prisoners of war discussed their captivity between 1861 and 1930. She currently teaches with the Department of Military History at the U.S. Army Command and General Staff College as an Assistant Professor.

DESCRIPTION:On February 24\, 2022\, Russia began a war on Ukraine\, unleashing brutality on the European continent not seen since 1945. On June 28\, two scholars of war; Kevin Benson\, Ph.D.\, Colonel\, US Army (ret)\, and Prof. Chris Marsh\, Ph.D.\, Joint Special Operations University\, will assess the Russia-Ukraine war to date and offer their projections on how the war will progress. \nKevin Benson graduated from West Point in 1977 and served in the US Army for 30 years\, retiring in the rank of colonel. He commanded soldiers\, served as the lead planner for the 2003 invasion of Iraq\, and concluded his career as the Director of the School of Advanced Military Studies at Fort Leavenworth\, KS. He earned a PhD in American history from KU in 2011 and was also a Dole Fellow in 2011. \nDr. Marsh is Director of the Department of Strategic Research & Analysis at the Joint Special Operations University (JSOU)\, USSOCOM. He also serves as editor of the Special Operations Journal. Prior to joining JSOU\, Marsh taught at the U.S. Army School of Advanced Military Studies (SAMS) and Baylor University. He was also an intelligence analyst at the U.S. Air Force Special Operations Command. Dr. Marsh is an expert on irregular warfare and Russian & East European studies\, having lived and conducted research throughout the region for over 25 years. DESCRIPTION:Historian Mary McMurray will contextualize the activism of POW/MIA wives with the changing roles and expectations of the Army wife in the 20th century. Using military guidebooks and other sources directed at military spouses\, Mary places Army spouses at the center of systemic changes in the Army. Her presentation\, followed by audience Q&A\, will cover the period from the beginning of World War II\, with the old saying\, “if the Army wanted you to have a wife\, they would have issued you one\,” to 1983\, with the release of the Army Family White Paper that called for policies and practices to support the interdependence of families and the military. \nMary McMurray is the Director of the Johnson County Museum\, which just earned national accreditation from the American Alliance of Museums. Mary holds degrees in history from MU (Bachelors)\, UMKC (Masters)\, and KU (Doctorate). She is passionate about civic engagement and using lessons from the past to inspire\, empower\, and embolden people to make a brighter future. This is her story of love\, loss\, waiting – and action. \nKathleen Johnson of Salina\, Kansas was a founding member of the National League of Families of Prisoners and Missing in Southeast Asia. These brave military wives from across the country spoke out\, against government policy\, to seek recognition\, answers\, and accounting for their prisoner of war (POW) and missing in action (MIA) husbands during Vietnam. Some national leaders\, including Senator Bob Dole\, became fervent advocates for them in the halls of the U.S. government. \nThis special exhibit is made possible by ITC Great Plains. \n

DESCRIPTION:Defense analysts have identified the emergence of “hybrid warfare” as a compelling threat to American national security and declared it one of the more notable developments of the first decade of the 21st century. Of course\, while the label may be new\, hybrid warfare is not new in the human experience. This talk will discuss Union operations in the Shenandoah Valley in 1864\, using it as a case study of a specific campaign in the Civil War where both conventional and unconventional operations were significant factors. It examines Sheridan’s efforts\, the particular dynamics and challenges he confronted\, and the factors that enabled him to prevail. \n

Riker and Hine both served as Press Secretary for Senator Bob Dole during his historic time in the U.S. Senate and on the presidential campaign trail. Riker and Hine will discuss the evolution of the media cycle\, share their experiences crafting partisan messaging and reflect on bipartisan leadership. \nWalt Riker was the vice president of Corporate Media Relations at McDonald’s Corporation for more than 17 years and is now a freelance communications consultant. He served as Press Secretary for Senator Bob Dole from 1981-93 and was a Kansas Statehouse correspondent and reporter for WIBW in Topeka\, Kansas. DESCRIPTION:On April 12 at 7 p.m.\, John Della Volpe will discuss his book “Fight: How Gen Z is channeling their fear and passion to save America.” The book covers the coming of age of the 70 million young people in America born in a 20-year period beginning in the mid-1990s. Volpe examines the political awakening of this generation that has come largely during the Trump era\, as well as what he describes as a “significant mental health crisis\,” intensified by the state of the country’s politics. Volpe\, the Harvard Institute of Politics Polling Director\, also led a town hall meeting for students at the Dole Institute in 2015. He is known as one of the world’s leading authorities on global sentiment\, opinion\, and influence\, especially among young Americans and in the age of digital and social media.

SUMMARY:Dave Mills: “Bread for my Enemies: US Aid to Germany after World War 2”
DESCRIPTION:The greatest challenge to peace in Western Europe immediately after World War Two was the possibility that the people themselves would vote in Communist governments\, primarily due to hunger. This presentation will demonstrate the challenges and the extent to which the American government fed Germany and other nations for both humanitarian and anticommunist reasons between 1945 and 1948. \nDave Mills is an associate professor at the United States Army Command and General Staff College\, located at Fort Leavenworth\, Kansas\, where he teaches military history to senior Captains and Majors from each branch of the military. He holds a Ph.D from North Dakota State University\, and is the author of three books on military and Cold War history. His current research project is entitled\, Bread for My Enemies: Feeding Germany from the Fall of Hitler to the Marshall Plan. He has been married to his wife\, Ann\, for almost 30 years\, and they have three grown sons.

DESCRIPTION:Exhibit: What Would a Woman Offer Her Country? Elizabeth Dole’s Ground-breaking\, Trail-blazing Life of Service\nOpening March 18\, 2022\nAfter several decades of leadership at the highest levels of U.S. government\, Elizabeth Dole asked and answered this pointed question in a 1999 speech she delivered while she contemplated a run for the U.S.presidency. The following year\, she became the first viable woman candidate from a major political party to seek our nation’s highest office. As one of just 24 women in her 1965 Harvard Law School class of 550\, Senator Dole went on to serve five U.S. presidents and became the first woman to serve in two different positions in two presidential cabinets. She was the first woman head of the American Red Cross since founder Clara Barton in 1881\, and later was elected the first woman U.S. Senator from North Carolina. In 2012\, she established the Elizabeth Dole Foundation to adress military families’ urgent support needs. It has since become the country’s preeminent organization that empowers\, supports\, and honors military and veteran caregivers. Aside from these historic firsts\, what has Senator Elizabeth Dole offered her county? This exhibit\, featuring items from her historical collections which she donated to the Dole Institute in 2017\, chronicles over six decades of people-focused leadership and policy making – all while breaking barriers and blazing trails for other women to follow in her footsteps.

DESCRIPTION:“Defending New York City in the Early Republic”\nRich Barbuto\nThursday\, March 3\, 2022 | 3 p.m.\nDuring the American Revolution\, New York City was occupied by the British. Thereafter\, the city soon became the largest port of the new republic. Threatened again as tensions with Britain reached a fevered pitch\, federal\, state\, and local authorities moved quickly to build fortifications and mobilize the citizenry to guard land and sea approaches. In 1814\, believing the city too strong to assault\, the British chose instead to attack Washington\, D.C. and Baltimore. \nRich Barbuto served as an armor officer for twenty-three years. He earned a Ph.D. from KU and was the deputy director of the Department of Military History for twelve years. Rich has written several books on the War of 1812 and is a frequent speaker at conferences and public venues.
