The Counselors | Resolved: Cities Should Impose Rent Control to Create Affordable Housing for Young People

Join the Dole Institute of Politics and our partners at Washburn University in this fall’s edition of The Counselors. Attorneys and Dole Institute Visiting Fellows Ed Duckers and Pedro Irigonegaray will debate whether cities should impose rent control to create affordable housing. They’ll be joined by a panel of expert witnesses to examine both sides of the issue in a civil discussion.
Dole Institute Student Advisory Board member Michael Redlich, a KU student studying finance and political science, will moderate the program.

Affirming side
Pedro Irigonegaray is an attorney and partner at Irigonegaray and Revenaugh. A trial lawyer since 1973, Pedro is a former President of The Kansas Trial Lawyers Association, a Fellow in The American College of Trial Lawyers and a Fellow in The International Academy of Trial Lawyers.
Kirk McClure is a professor emeritus of urban planning in the School of Public Affairs and Administration. His teaching and research examines housing market behavior and evaluates federal affordable housing programs. His research has been supported by multiple grants from the U.S. Department of Housing and Urban Development (HUD). He was Scholar in Residence at HUD’s Department of Policy Development and Research.

Ed Duckers is Senior Counsel at Stoel Rives LLP and was the former head of the firm’s Litigation Practice in California and a member of the firm’s Executive Committee. He was a past chair of Stoel Rives’ Food and Agribusiness Industry Team.
Paul Byrne is a Professor of Economics at Washburn University. His research is in the area of Public Finance and Public Economics. In particular, economic development incentives, eminent domain, tax increment financing, and Medicaid expansion.
Peter Jacobsen is an associate teaching professor and Otto Fellow at the University of Kansas School of Business. Jacobsen’s research sits at the intersection of entrepreneurship, development economics, and population economics.
