When the U.S. entered World War II as a belligerent, its army ranked 17th in the world in terms of capability. In May 1942, Army Chief of Staff George C. Marshall plucked a hitherto obscure Corps of Engineers officer from his duties and put him in charge of all Army sustainment operations in what would become the European theater of operations.
